Since October 7, 2023, the Zionist enemy has been deliberately imposing systematic living conditions to destroy the population in the Gaza Strip, by depriving Palestinian civilians there of adequate access to water, food and medicine, which has likely led to thousands of deaths, in addition to the enemy continuing to commit the crime of genocide and genocide in the Strip, according to many international and human rights organizations concerned with human rights.

In this context, international humanitarian and human rights organizations confirm that with this act, the Zionist enemy authorities bear responsibility for the crime against humanity of genocide and for acts of genocide. This pattern of behavior, along with statements indicating that some Zionist officials wanted to destroy the Palestinians in Gaza, may amount to the crime of genocide.

Human Rights Organization stresses that Rights Watch said governments and international organizations should take all necessary measures to prevent genocide in Gaza, halt military aid, review bilateral agreements and diplomatic relations, and support the International Criminal Court and other accountability efforts.

The organization said in a report issued on December 19, 2024: The Zionist enemy authorities have been deliberately depriving Palestinian civilians in Gaza of sufficient water since October 2023, which has likely led to the death of thousands and thus committed the crime against humanity of genocide, as well as committing acts of genocide.

In the 179-page report, “Genocide and Genocidal Acts: The Zionist Enemy’s Deliberate Deprivation of Water for Palestinians in Gaza,” Human Rights Watch found: Rights Watch that the enemy authorities deliberately deprived the Palestinians in Gaza of safe drinking water and sanitation necessary for the minimum level of human survival.

The Zionist enemy authorities and forces stopped and later restricted the pumping of water to Gaza; disabled most of the water and sanitation infrastructure in Gaza by cutting off electricity and restricting fuel; deliberately destroyed and damaged the water, sanitation, and water treatment infrastructure; and prevented the entry of essential water supplies.

Tirana Hassan, Executive Director of Human Rights Watch, said: Rights “ Water is essential to human life, yet for more than a year, the enemy government has deliberately deprived Palestinians in Gaza of the minimum they need to survive. This is not just negligence; it is a deliberate policy of deprivation that has led to the death of thousands from dehydration and disease, which is nothing less than the crime against humanity of genocide and an act of genocide.”

Human conducted Rights Watch interviewed 66 Palestinians from the Gaza Strip, four employees of the Coastal Municipalities Water Utility in the Strip, 31 medical staff, and 15 people working with UN agencies and international relief organizations in Gaza.

Human analyzed Rights View satellite imagery, photographs and videos taken between the start of hostilities in October 2023 and September 2024 and data collected by doctors, epidemiologists, aid organizations, and water and sanitation experts.

Human concluded Rights Watch that the enemy authorities deliberately created living conditions designed to inflict the physical destruction of the Palestinians in Gaza in whole or in part.

This policy, imposed as part of the mass killing of Palestinian civilians in Gaza, means that the enemy authorities have committed the crime against humanity of genocide, which is still ongoing. This policy also amounts to one of the five “acts of genocide” under the 1948 Genocide Convention.

It is also possible to infer the existence of genocidal intent from this policy, along with statements indicating that some Zionist officials wanted to destroy the Palestinians in Gaza, and thus this policy may amount to the crime of genocide.

Since October 7, 2023, Human Rights Watch has found Rights Watch: "The actions and measures taken by the enemy authorities amount to war crimes and crimes against humanity. They cut off all electricity and fuel to the Gaza Strip. On October 9, the then Minister of War, Yoav... announced... Galant: "A complete siege" on Gaza.. saying: "There will be no electricity, no food, no water, no fuel, everything is closed."

On the same day, and for several weeks after that, the Zionist enemy authorities cut off all water and prevented the entry of fuel, food, and humanitarian aid into the Strip. These authorities continue to restrict the entry of water, fuel, food, and aid into Gaza, and to cut off electricity to Gaza, which is necessary to operate the infrastructure necessary for the continuation of life.

This continued even after the International Court of Justice approved interim measures in January, March and May 2024 ordering the Zionist enemy authorities to protect the Palestinians from genocide and provide humanitarian aid within this protection, specifying in March that this includes water, food, electricity and fuel.
The Zionist enemy authorities also prevented the entry of almost all water-related aid into Gaza, including water purification systems, water tanks, and materials needed to repair the water infrastructure.

Between October 2023 and August 2024, the Gaza Coastal Municipalities Water Utility, the United Nations, and other sources reported that people in the Strip were unable to access the minimum amount of water needed to survive in a protracted emergency.

In northern Gaza, the UN reported that people were without access to drinking water for more than five months, between November 2023 and April 2024. While an August water availability study showed that people’s access to water had increased, most people still did not have enough water for drinking and cooking.

In a historic report issued on November 14, 2024, Amnesty International said: Its research found sufficient evidence proving that the Zionist entity committed, and continues to commit, the crime of genocide against the Palestinians in the Gaza Strip.

In its report, entitled “ You Feel Like You’re Not Human”: The Genocide Perpetrated by “Israel” Against Palestinians in the Gaza Strip, the organization documents how “Israel” has opened the gates of hell and destruction on Palestinians in the Gaza Strip, in a blatant and continuous manner, with complete impunity, during its military attack on the Strip since October 7, 2023.

“Amnesty International’s report clearly establishes that Israel committed acts prohibited by the Genocide Convention, with the specific intent to destroy Palestinians in the Gaza Strip,” said Agnes Callamard , Amnesty International’s Secretary General.

“Our damning findings should serve as a wake-up call to the international community: this is genocide, and it must stop now,” Callamard added . “States that continue to supply arms to Israel at this time must realize that they are failing in their obligation to prevent genocide, and that they risk becoming complicit in genocide. All states with influence over Israel, especially the most important arms suppliers to Israel such as the United States and Germany, but also other EU member states, must act immediately to end Israel’s atrocities against the Palestinians.”

Over the past months, the crisis has been particularly acute in North Gaza Governorate, where besieged residents are suffering from starvation, forced displacement and genocide amidst relentless bombardment and stifling restrictions preventing life-saving humanitarian aid from reaching them.

International law jurisprudence recognizes that the commission of the crime of genocide does not depend on the perpetrator succeeding in his attempt to destroy the protected group, whether in whole or in part; rather, it is sufficient to commit the prohibited acts with the intent to destroy the group as such.

And until today, with American support, the Zionist enemy continues its aggression by land, sea and air on the Gaza Strip, since October 7, 2023, which resulted in the martyrdom of 45,484 Palestinian citizens, the majority of whom are women and children, and the injury of 108,090 others, in an incomplete toll, as thousands of victims are still under the rubble and in the streets, and ambulance and rescue crews cannot reach them.

Experts say it occurred on a scale and speed unmatched by any other conflict in the 21st century, leveling entire cities, destroying vital infrastructure, agricultural land, and cultural and religious sites, and burning Gaza to the ground, turning vast areas into wastelands.
