The Palestinian Center for Human Rights (PCHR) revealed in a report published on Friday, April 18, 2025, a significant escalation in settler attacks in the city of Al-Khalil during the first quarter of 2025.
46 attacks against Palestinian civilians and facilities were documented, a higher number than in previous years.
The report indicated that this escalation reflects the strong support settlers receive from the Israeli government, both legally and financially, particularly in the Old City of Hebron, which is one of the most affected areas due to the density of settlement outposts.
The center confirmed that the attacks include direct physical assaults, destruction of property, raids on homes, and repeated threats aimed at intimidating residents and forcing them to leave, as part of a systematic policy of forced displacement and ethnic cleansing that violates international law.
The number of settlers in the Hebron Governorate is estimated at approximately 23,326, living in 21 settlements and 47 outposts. The Palestinian population is estimated at approximately 842,000 by 2024. Settlements have isolated thousands of dunams of land and prevented Palestinian construction and agricultural expansion.
The report concluded that settler attacks occur under the protection or complicity of the occupation forces, as part of a clear effort to change the demographic composition of large areas of Hebron in favor of the settlers.
