The Awqaf Authority Office in Sana'a Governorate is moving rapidly to keep pace with the advancement of endowment work in an institutional manner in all its administrative and developmental aspects, with a modern administrative vision.

Since the beginning of the year 1445 AH, the office of the Endowments Authority in the governorate has begun dividing and arranging the administrative offices according to a modern engineering model befitting the endowment institution, which allows the employee to complete citizens’ transactions and requests and endowment procedures with ease by equipping the office with all the needs.

According to a report issued by the Authority’s office in the governorate - a copy of which was received by the Yemeni News Agency (Saba), tangible successes have been achieved in the endowment work in Sana’a Governorate and its directorates, enhancing the status of the endowment and establishing a stage of institutional work for the Authority and its offices.

Institutional building:

The report explained that technological equipment, electronic networking, office furnishing, and the administrative and functional system were provided, in accordance with the general system of the General Authority for Endowments, under the directives of the Authority’s leadership and its office in the governorate.

He pointed out that 14 offices were opened in the governorate’s directorates, furnished and provided with the necessary needs and staff, and the networking project was completed with the authority’s office in the governorate and its branches in the directorates to facilitate endowment work for citizens and endowment employees and exchange data and information between the authority and its branches in the governorate’s directorates.

Regarding the plan to evaluate the office’s performance and address the imbalances at the level of the governorate’s directorates, the report stated that a field committee was formed to evaluate performance, raise needs, and meet the offices’ necessary requirements, to provide them and improve the work environment.

The administrative evaluation continues in all its aspects to assess and correct deficiencies, and to determine the extent of compliance with the regulations and duties assigned to the offices.

Tangible achievements:

The report of the Endowments Authority Office in Sana'a Governorate indicated that in light of the technological development taking place, the " FTTH " service was introduced via optical fibers to the office and the information management was provided with modern servers, which facilitated work with the Authority's unified electronic system for entering, saving and archiving data and files.

He pointed out that the needs of all departments in the Authority's office in the governorate were provided, including computers, printers and modern devices, to facilitate work and complete transactions quickly.

Protection of Waqf properties:

The report confirmed that legal and security committees were assigned to conduct field visits to stop the attacks on the Waqf’s properties and assets, and to conduct a survey and engineering projection and determine the features of the Waqf land, in translation of the directives of the state leadership, government and authority to preserve the Waqf’s lands and assets.

He stated that during the past year, more than 87 attacks were stopped and new constructions were removed from Awqaf lands in all directorates.

Clear fingerprints:

The report discussed the procedures implemented by the Authority’s office during the past year, most notably opening and renewing 542 residential, agricultural and commercial contracts, entering data and information for each contract via the website, and completing the entry of the area and projection of endowment lands.

On the legal side in the judicial courts, the report indicated that the number of cases that were followed up in the courts and public prosecutions was 644 cases, and the rulings issued in favor of the endowments were 31 rulings, four of which were implemented.

The number of endowment sites for which endowment drafts were fully secured reached 157 sites, with a total area of 19,163 decimal bricks.

Regarding the surveying and engineering projection works, the number of files that were surveyed and projected in the governorate’s directorates reached 921 files with a total area of eight thousand and 13 decimal bricks.

Care and service of mosques:

Based on the general vision of the Authority and the endowment rule “Endowment is for what it was endowed for”, the report of the Authority’s office in the governorate stated that 241 mosques were washed, cleaned and maintained and provided with sound systems, solar energy, and cleaning supplies. The bedding of 56 mosques was also washed and cleaned, and Hijri calendars and prayer times were distributed to 1,650 mosques.

The report confirmed the efforts of the Awqaf Authority Office to preserve the cemeteries by fencing two cemeteries to preserve them and the sanctity of the dead.

Endowment charities:

The Endowments Authority Office in Sana'a Governorate seeks to activate charitable endowments and support the poor and needy families living within the governorate, by helping 1,042 families with financial sums, including the sick and needy, and 717 families of the wounded and disabled.

Endowment investment opportunities:

The office of the Endowments Authority in the governorate seeks to correct the status of endowment employees in investment lands and complete the work of official contracts with investors.

According to the report, investment in endowment lands varies to include crushers, commercial projects, residential buildings, and other commercial, tourism, agricultural, and health investment opportunities , available to those who wish to invest in accordance with the law and the endowment regulations, after fulfilling the conditions and writing official contracts for that, in a legal manner.

Abdullah Nasser Amer, confirmed that investment opportunities are available to investors, as there are lands and places with a large area and prepared to establish any activity or endowment investment project in all the governorate’s directorates.

He stressed the keenness to enhance the performance of the Authority's office and its branches in the directorates in accordance with the directives of the Leader of the Revolution, Mr. Abdul-Malik Badr al-Din al-Houthi, the President of the Supreme Political Council, the Authority's leadership and its plans.

Amer pointed out the difficulties facing the Authority’s office and its branches compared to the achievements being made, especially with regard to protecting Waqf lands from repeated attacks, reviewing most of the difficulties represented by the presence of influential and domineering people on Waqf lands and those who are late and refuse to pay the money, assets and lands of Waqf.

He pointed out that the office faces difficulty in meeting the needs of mosques in the governorate, which number more than seven thousand mosques, while the number of mosques that have endowments does not exceed 800 mosques, which requires complete needs, care and attention.
