Given the developments in Palestine and the recent escalation by the Israeli enemy, we must declare a position that aligns with our religious, moral, and humanitarian responsibilities, as well as our human conscience.
In the implementation of the agreement in Gaza, it is clear that the Israeli enemy has been stalling in fulfilling its obligations, especially regarding the humanitarian situation. In contrast, our brothers in the Islamic Resistance Movement (Hamas) have been keen to fully meet their obligations as outlined in the agreement—this is clear. Nonetheless, the Israeli enemy has failed to fulfil its obligations:
- Firstly, regarding the humanitarian situation, which outlines both humanitarian entitlements and obligations under the agreement and has received guarantees, the Israeli enemy sought to undermine these obligations and not fulfill them. It has significantly reduced the quantity and types of aid that were agreed upon to be allowed into the Gaza Strip.
- Regarding the transfer of patients and the injured for treatment, there has also been a significant shortfall in this area compared to what was agreed upon, which falls under the obligations related to the agreement and the guarantees provided by the guarantors.
- As for the withdrawal from Rafah, the Israeli enemy has not fulfilled this obligation and continues its occupation there, which is a significant violation of the agreement and its clear obligations.
- In terms of killings, assaults keep taking place on a daily basis, involving gunfire that takes various forms.
This is an alarming step and constitutes a war crime and a crime against humanity, fitting the definitions of the gravest offenses; it is nothing less than a comprehensive aggression. The Israeli enemy seeks to revert to its methods of genocide through starvation. Such a step cannot be overlooked, ignored, or dismissed; it is a very serious step and a major escalation on the part of the Israeli enemy.
In fact, the overall approach that has been taken by the Israeli enemy—as well as the Americans, given their sponsorship, encouragement, and support—is one of escalation in the West Bank as well as in Al-Quds. It is clear that this is a path far removed from peace. It is a path marked by escalation and aggression, as seen in its actions in the West Bank:
- The demolition of dozens of homes.
- The displacement of thousands from camps and residential areas.
- The destruction of mosques.
- The unprecedented restrictions on the Ibrahimi Mosque in Al-Khalil.
- The burning of some mosques in the West Bank.
- The abduction of residents from the West Bank.
Al-Quds also witnesses increasing restrictions on those who wish to go to the Al-Aqsa Mosque to pray and to observe the month of Ramadan there. There are also announcements about more plans to establish additional settlements in Al-Quds. There are numerous harassments.
The Israeli enemy, in its overall approach, is pursuing its declared objectives under American sponsorship. It aims to Judaize the West Bank and to end the Palestinian presence there and seeks to displace as many Palestinians as possible from the West Bank and to further displace families in Gaza. These objectives are clear.
As for the American stance, the Trump administration is more explicit and candid on this than the Biden administration. The Biden administration used to employ a strategy of deception and evasion while providing full support to the Israeli enemy. In contrast, the Trump administration is open and candid, with a team comprised of prominent Zionists who are staunchly committed to Zionism. Therefore, they clearly seek to achieve these objectives of displacement, attempting to erase the situation entirely and to Judaize what remains of Palestine.
Regarding the torture of captives and abductees, more individuals have been martyred in Israeli prisons and detention facilities, suffering from the torture carried out by the Israeli enemy. This crime against captives and abductees is yet another form of aggression perpetrated by the Israeli enemy against the Palestinian people.
Despite that, we hear Trump lamenting and expressing sorrow for those Israeli prisoners released in a prisoner exchange with the Al-Qassam Brigades, pretending that they were subjected to persecution, injustice, and torture in an unbelievable situation! He ignores all the facts.
The reality is that they received humane treatment, and this was evident. Even when they were released, they were in comfortable conditions. It was clear who was actually practicing torture, persecution, and injustice. When Palestinian prisoners were released, their suffering from torture, oppression, and injustice in Israeli prisons was evident. Their accounts of the conditions inside the prisons highlighted the horrific violations of human rights occurring there. This is a well-known issue, as the Israeli enemy released videos in the past showing the torture and persecution of prisoners and captives in Israeli jails. Thus, the situation is clear on this front as well.
In light of all this criminality, violation, and escalation and the clear and open American support for the Israeli enemy, which includes giving it free rein and announcing new arms deals of all kinds, a position must be taken to support the Palestinian people; this is a significant responsibility for the entire Muslim Ummah, and nothing can absolve it from this obligation, whether due to ignorance, evasion of responsibility, or attempts to sidestep the true duty and responsibility, as was seen in the recent Arab summit, which issued a statement filled with mere wishes and calls: 'We call, we request, we appeal!' This cannot benefit them at all. Rather, the Americans themselves were clear in their response to the summit's statement, which was released without taking any practical positions. Even in terms of the statement itself, the American stance was clear in rejecting it, and the Israeli response was also explicit in its outright rejection. So what comes next? Is that the end of the matter?
Practical positions must be taken. The responsibility is immense: We have a humanitarian, ethical, and religious responsibility. We are in the month of fasting, which is a school of piety. Why does our sense of piety fail to drive us towards fulfilling what we are commanded as Muslims? The position we should take is one of jihad in the way of Allah against this aggression, escalation, and criminality—a position that yields practical results. Arabs and Muslims can take many practical positions at all levels, including the political and economic levels, and provide more support for the Palestinian people through effective supportive measures. Merely issuing statements filled with wishes and appeals cannot achieve anything in reality and will not have any tangible results in the face of the blatant assault by the Americans and the Israelis. It is a clear Zionist assault that openly raises all Zionist banners, even in terms of terminology. This calls for action.
In light of our religious and faith-based stance, we cannot keep inactively watching what is happening, especially regarding such a level of escalation that involves preventing aid from entering the Gaza Strip and returning to the starvation of more than two million Palestinians there. This is an issue that cannot be tolerated under any circumstances.
Therefore, in response to our religious and faith-based responsibilities and based on our deep sense of our responsibility to act according to our religious obligations that embody piety, we declare to the whole world, in this blessed month, that we are giving a four-day ultimatum. This period is intended for intermediaries to continue their efforts. However, if, after these four days, the Israeli enemy continues to block aid from entering the Gaza Strip, maintains the total closure of crossings, and prevents the entry of food and medicine into Gaza, then we will resume our naval operations against the Israeli enemy—against the Israeli enemy! Our message is entirely clear. We will meet the siege with a siege. We cannot remain silent as the Israeli enemy pursues an aggressive policy of starving the Palestinian people in the Gaza Strip.
We ask Allah (Glory be to Him) to grant us success in seeking what pleases Him. O Allah! Have mercy on our virtuous martyrs, heal the wounded among us, set free our captives, and grant victory to the oppressed Palestinian people.
