Prime Minister Ahmed Ghaleb Al-Rahwi met on Monday with the Minister of Civil Service and Administrative Development, Dr. Khaled Al-Hawali, to review the work accomplished within the framework of the administrative unit merger process.
During the meeting, the Prime Minister listened to a detailed explanation from the Minister of Civil Service—Deputy Head of the Higher Committee for Merger—regarding the key tasks completed by the committees responsible for the merger and modernization of public service units, as well as the remaining procedures.
The Minister clarified that the merger process focuses on reorganizing tasks and responsibilities in line with operational needs. He noted that the process encompasses organizational structure, human resources, financial and material assets, entrusted properties, financial obligations, information technology systems, databases, networks, as well as legal aspects and documentation.
Dr. Al-Hawali explained that these measures aim to ensure the merger and modernization process is implemented across all components according to unified methodologies, mechanisms, standards, and models. He emphasized that the committees in various ministries are working simultaneously to facilitate progress. Special attention has been given to establishing a comprehensive database covering all aspects of the merger process, safeguarding employees' rights, preserving public assets, and avoiding gaps or errors to ensure a smooth transition without carrying over past inefficiencies.
Dr. Al-Hawali affirmed that the current phase represents an exceptional opportunity to lay the foundation for radical change by establishing modern institutional frameworks, addressing inefficiencies, and eliminating structural and functional imbalances in state institutions.
During the meeting, the Prime Minister praised the efforts of the merger committees and the results achieved in contributing to the objectives of the first phase of radical change. He noted that this phase focused on all aspects of the administrative system—not just organizational structures and regulations—including the modernization of administrative, financial, technical, and legal components.
He considered the outcomes of the survey and inventory process as the cornerstone for implementing radical change in public service units. He stressed the importance of completing all necessary administrative and technical arrangements for a clear and comprehensive merger process, aligned with the leadership’s directives, to pave the way for subsequent stages of administrative reform and development.
The Prime Minister emphasized that successful execution and meticulous implementation of reforms are the benchmarks for measuring the success of modernization and organizational restructuring.
