The Center for Public Administration at the Faculty of Commerce, University of Sana'a, in partnership with the General Directorate of Human Resources at the Ministry of Interior, organized a workshop on Monday to review and develop the job description manual for the General Directorate of Human Resources at the Ministry of Interior.
The workshop aimed to review and update the job description manual, producing comprehensive functional guides for all positions within the Ministry of Interior, including general directorates, departments, and the ministry’s general office.
Attended by Deputy Minister of Interior for Human Resources and Financial Affairs Major General Ali Al-Sayfi and Deputy Head of the Police Academy Major General Dr. Nadim Al-Turzi, the workshop saw Brigadier General Adnan Qafla, Director of the General Directorate of Human Resources, commend the efforts of the Center for Public Administration Development. He described the center as an expertise hub in management and a key supporter in advancing administrative work within the General Directorate of Human Resources and beyond.
He also praised the leadership of the Ministry of Interior for supporting the success of the human resources description and organizational development project. He stressed the importance of aligning the workshop’s output—the job description manual—with the Police Authority Law, its executive regulations, the General Human Resources Regulations, the procedural and public service manuals.
Brigadier General Qafla highlighted the need to qualify human resources managers and department heads academically and practically to keep pace with developments in public administration, elevate administrative performance, and deliver optimal services to citizens. He described the workshop as a significant step toward enhancing administrative and technical leadership.
He emphasized the importance of a precise job description manual that defines the tasks and responsibilities of organizational units, clarifies administrative authorities, and contributes to selecting competent personnel based on clear criteria derived from relevant decisions and executive regulations.
For his part, Dr. Munther Ishaq, Director of the Center for Public Administration at the University of Sana'a, underscored the partnership between the university and the Ministry of Interior, leveraging academic and scientific expertise in management fields. He noted that the workshop represents the fruits of joint cooperation.
