The Government of Change and Construction continues its diligent efforts to implement its mandated tasks and the program approved by the House of Representatives on August 19, 2024, including urgent priorities aimed at achieving development, change, and reconstruction.
Despite the challenges facing Yemen due to the ongoing aggression and blockade, the Government of Change and Construction persists in confronting all obstacles, driven by its responsibilities in executing urgent priorities to provide services to citizens and working earnestly to enhance and develop sustainable self-financial resources. Additionally, it remains committed to its religious, moral, and humanitarian duty toward the brethren in Gaza and all of Palestine.
The Government of Change and Construction places the highest priority on supporting the armed forces in all their formations, including the missile force, navy, and air force, to defend Yemeni sovereignty and counter the American, Zionist, Saudi, and Emirati aggression, while backing the brethren in Gaza as part of the battle of "The Promised Conquest and Sacred Jihad."
Yemeni Military Operations
The Yemeni Armed Forces have continued their high-tempo operations in support of the Palestinian people, carrying out precision strikes last week with 45 hypersonic and ballistic missiles, drones, and naval vessels. These operations targeted "Lod" Airport, the ports of Ashdod and Umm al-Rashrash (Eilat), and the power station in the occupied city of Ascalon.
The Yemeni military operations triggered alarm sirens in over 300 cities and towns across occupied Palestine, temporarily suspending flights at "Lod" Airport and sending millions of panicked Zionists fleeing to shelters.
The Yemeni Armed Forces' naval operations culminated in the sinking of two ships belonging to companies violating Yemen’s ban on maritime traffic to the ports of occupied Palestine in the Red Sea, the Gulf of Aden, and the Arabian Sea.
Over the past week, the Yemeni Armed Forces, through air defense and missile capabilities, successfully repelled Israeli aggression, preventing hostile aircraft from penetrating Yemeni airspace and thwarting their aggressive objectives, causing significant confusion among enemy pilots and their operation rooms.
Popular Activities
In solidarity with the Palestinian cause, massive demonstrations took place last week across various provinces, cementing Yemen’s position as the global leader in popular activities, protests, and marches supporting the Palestinian people.
Stability of Supply Situation
Despite the Zionist enemy’s targeting of Ras Isa and Hodeidah ports, the supply situation for petroleum derivatives remains stable, according to the Yemeni Oil Company. The company confirmed that it had taken preemptive precautions and necessary emergency plans to mitigate the material and human losses the Zionist enemy seeks to inflict by attacking ports in Hodeidah Province.
Citizens were reassured that the supply situation is entirely stable, distribution operations are proceeding as usual, and the Israeli airstrikes have had no impact on local market supplies.
Consequences of Zionist Aggression
In the context of the Change and Construction Government's concern regarding the repercussions of the Zionist aggression on Hodeidah Governorate, a meeting was held in Al Hodeidah, attended by the Ministers of Foreign Affairs and Expatriates, Jamal Amer, and of Transport and Public Works, Mohammed Qahim, as well as Al Hodeidah Governor Abdullah Atifi, First Deputy Governor Ahmed Al-Bashri, Deputy Governor for Services Affairs Mohammed Halisi, and representatives of international organizations, offices, and humanitarian programs operating in Yemen.
The meeting addressed the repercussions of the repeated Zionist aggression on Al Hodeidah’s ports , service sectors, and ways to provide support in line with the requirements of humanitarian work and the conditions resulting from the aggression, in accordance with the relevant national laws.
The meeting reviewed the extent of damage inflicted on the infrastructure of Al Hodeidah, Al-Salif, and Ras Issa ports, as well as water and sewage facilities and power generation plants.
Occupied Provinces
In line with the national responsibility of the government toward the Yemeni people, particularly the situation in the occupied governorates, Prime Minister Ahmed Al-Rahwi discussed with the governors of Hadramaut (Luqman Baras), Lahj (Ahmed Juraib), and Socotra (Hashim Al-Socotri) the direct and indirect consequences of the unprecedented catastrophic rise in the exchange rate of the Yemeni rial and the currency’s collapse in the occupied provinces and regions, and how this has exacerbated living conditions and the severe deterioration of public services in those governorates.
During the meeting, the Prime Minister held the US-Saudi-Emirati aggression coalition and its agents and mercenaries fully responsible for the catastrophic conditions in the occupied provinces and regions.
He affirmed that the government will not hesitate to provide whatever support it can to alleviate the severe suffering of citizens across the occupied provinces and regions.
Prosecution of Armed Gangs
Specialized Criminal Division Begins Sessions for 48 Defendants Charged with Espionage and Armed Activities
The specialized criminal division in the capital secretariat began its sessions to examine the case of 48 defendants accused of espionage, aiding the enemy, and forming armed gangs for assassinations and bombings in the capital secretariat and the provinces of Sana'a, Amran, Dhamar, Hajjah, Hodeidah, Ibb, and Al-Bayda, under the security operation name "Dhamar Cell."
The preliminary ruling convicted the defendants, sentencing 44 to death and imprisoning four others for terms ranging from two to 15 years. It also ordered the confiscation of all seized items related to the case, including weapons, explosives, vehicles, communication devices, and computers.
The division granted the defendants' lawyers an opportunity to submit their appeals before the next session.
Thira Pass - Mukayras - Lawdar Road Opened
As part of the efforts of the Government of Change and Development and the implementation of tasks by the local authorities in Abyan and Al-Bayda, the governors of Abyan, Saleh Al-Junaidi, and Al-Bayda, Abdullah Idris, along with Mukayras District Director Yasser Jahalan, inaugurated the Thira Pass - Mukayras - Lawdar road for travelers.
The opening of the road follows the directives of the Revolution Leader, Sayyid Abdulmalik Badruddin Al-Houthi, and the head of the Supreme Political Council to alleviate the suffering of the people in Al-Bayda and Abyan governorates. War remnants were cleared in support of the initiative to open the "Al-Bayda - Abyan" road and to bolster the efforts of the White Flag team.
Sana'a Educational Exhibition 2025 Inaugurated
With the aim of providing an overview of the programs and specializations available in universities, colleges, and institutes under one roof, Deputy Minister of Education and Scientific Research Dr. Hatem Al-Duais inaugurated the "Second Sana'a Educational Exhibition 2025," organized over five days by the Higher Education Sector in cooperation with Nahdat Fikr for Exhibitions and Conferences.
The exhibition featured 26 educational institutions, including 14 private universities and 12 community colleges, medical institutes, and English language institutes. It aimed to create an environment that brings together all educational institutions under official sponsorship, introducing students to suitable specializations and providing them with necessary offers, benefits, and facilities.
The exhibition aligns with the universities' functions of education, scientific research, and community service, emphasizing support for such events that foster competition and encourage student enrollment in higher education.
Service Projects
The Government of Change and Building, as part of its program, seeks to implement urgent priorities to improve citizens' conditions and livelihoods, including the execution of service and development projects.
In this context, the First Deputy Prime Minister, the esteemed Mohammed Mufteh, and the Governor of Amran, Dr. Faisal Juman, inaugurated service and educational projects implemented with the support of community initiatives in the governorate.
The projects included 12 classrooms at the 30 November School in the city of Hababa in the Thula district, at a cost of 102 million Yemeni riyals, funded by businessman Hussein Al-Hababi. Additionally, 13 projects were carried out in Thula district in the fields of roads, water harvesting, health, and education, implemented through community initiatives and with the contribution of the Community Initiatives Unit at a cost of 1 billion and 544 million riyals, supported by the contributions of the district's residents.
They also inaugurated community initiative projects for the last quarter of the year 1446 AH, which included 21 educational projects at a cost of 245 million riyals, funded by the local authority, the Central Emergency Interventions Unit, and community initiatives. Additionally, eight road projects were completed at a cost of 203 million riyals, funded by the local authority with community contributions, and three health projects at a cost of 84 million riyals, funded by the local authority and community contributions.
The inaugurated projects also included the construction of the "Toufan Al-Aqsa" school in Amran city at a cost of 38 million riyals, funded by the local authority, the lighting project of President Al-Sammad Street at a cost of seven million riyals, and agricultural projects in various districts at a cost of 40 million riyals, funded by the Agricultural Projects Unit.
Additionally, four rural water projects were implemented in the districts of Khamir, Raydah, Dhibin, and Jabal Yazid at a cost of 158 million riyals and $88,000, funded by the Central Emergency Interventions Unit with community contributions. A solar-powered street lighting project in Amran city was also completed at a cost of $262,000, funded by the United Nations Office for Project Services (UNOPS).
The esteemed Mufteh and Dr. Juman inspected the progress of the project to rehabilitate the Martyr Yahya Al-Sanwar School in the Al-Sawad area of the district and the road construction project in the area, implemented with community contributions and the support of the Community Initiatives Unit in the governorate.
The Deputy Prime Minister praised the collaborative efforts in implementing projects that serve the community, reflecting the directives of the revolution leader, Sayyid Abdulmalik Badreddin Al-Houthi, the guidance of the President of the Supreme Political Council, and the program of the Government of Change and Building to stimulate community initiatives in various fields.
In line with the government's direction to enhance healthcare services and alleviate the suffering of citizens, work is currently underway on a project to rehabilitate and renovate departments at Al-Thawra General Hospital in Al-Bayda city, with support from the United Nations Office for Project Services (UNOPS). The completion rate has reached 40%.
The departments under renovation include: the emergency department, laboratories, operating rooms, radiology, inpatient wards, and external emergency services, along with the construction of two oxygen control rooms and a firefighting room, equipped with their necessary supplies. The hospital will also be provided with an electricity generator, contributing to the enhancement of medical and healthcare services for the local population.
Meanwhile, the Executive Unit for Road Construction and Public Space Maintenance in the Capital Secretariat is implementing a maintenance and renovation project for Jamia Badr (Al-Zahrawi) Street in the Al-Sabeen district, funded by the local authority. The project covers an area of 3,200 square meters and has reached 90% completion.
Additionally, the agricultural road project in Malaha Al-Qarah, Al-Maslub district, Al-Jawf governorate, is being implemented with funding from the local authority and community contributions from the residents of the district. The project aims to improve transportation and agricultural marketing services, reducing the hardships faced by citizens.
In Amran province, the Yemeni Red Crescent is implementing a drinking water purification project in the city of Khamer, funded by the German program at a cost of $250,000. The project will address the existing water shortage by removing impurities, sulfur compounds, and excess salts from the water.
As part of developmental projects, the Central Emergency Development Interventions Unit has launched a road construction and expansion project for the Al-Laseeb - Khadeer Al-Buraihi road in Ma'awiya district, Taiz governorate, in partnership with the Public Works Office. This effort is part of their initiatives to strengthen rural infrastructure, responding to local community priorities and within the framework of a program supporting community contributions to improve rural road services.
The 5,300-meter-long and 8-meter-wide road will benefit over 55,000 people, connecting the districts of Ma'awiya and Khadeer to facilitate citizen mobility and link agricultural areas.
In Al-Bayda province, preparations are underway to implement a solar-powered street lighting project for the main streets in Al-Bayda and Rada'a cities, at a cost of 100 million Yemeni riyals, funded by the General Electricity Corporation and the local authority.
The project involves installing lights on existing poles and repairing non-functional poles, covering 377 electricity poles in Al-Bayda city and 417 in Rada'a city.
In Al-Jawf province, the local authority has handed over the site for the Khuheila Al-Mabni agricultural road project in Al-Zahir district, spanning 7.4 km, to the implementing party to complete the project. The initiative is funded by the local authority, the Central Interventions Unit, and community contributions from local residents, amounting to 28,405,000 Yemeni riyals, as part of efforts to improve infrastructure in the region.
The project will directly support the agricultural sector and facilitate transportation, thereby reducing the suffering of citizens.
In Amran Province, the Executive Unit for Road and Public Space Construction and Maintenance launched the second phase of the project to rehabilitate Al-Zakat Street in Amran city. The project includes laying an asphalt layer on the 700-meter-long, nine-meter-wide street connecting Al-Samad Street and the Central Market, at a cost of 113 million Yemeni riyals, funded by the local authority.
During the first phase of the project, compaction and asphalting works were carried out on the damaged sections. This project falls within the local authority’s and the Executive Unit’s plan to improve public services and develop infrastructure in the governorate.
In Sana’a, Sana’a University received the new Prosthetic and Orthotic Limb Building, implemented with the support of the International Committee of the Red Cross (ICRC) at the university’s College of Medical and Applied Sciences. This is part of joint cooperation to enhance medical and technical education in Yemen.
The building consists of two halls, reception rooms, public facilities, and a training hall. Work is underway to complete furnishing and equipping in the coming weeks, in preparation for the building’s inauguration and the start of receiving students and beneficiaries of its academic and rehabilitation services.
The building represents a qualitative leap in developing rehabilitation and training programs in the field of prosthetic limbs and enhancing the college’s readiness to provide specialized educational and rehabilitation services for people with disabilities.
In Ibb Province, work continues on the project to rehabilitate and maintain the main street in Ibb city, funded by the World Bank through the United Nations Office for Project Services (UNOPS) and managed by the Road Maintenance Fund’s Project Implementation Unit, at a cost of $1.422 million.
The project consists of two sections: the first spans 2.2 kilometers, starting from Al-Mawasil Triangle to Jibla Slah, and the second section spans 3.12 kilometers, starting from Al-Adin Roundabout to Al-Mawasil Triangle.
This project is among the vital and essential initiatives that contribute to improving infrastructure in the governorate and will help facilitate traffic flow and enhance road safety.
Solar Lighting Project in the Governorate Center
The solar-powered lighting project is being implemented in the governorate center, from Talet Asim to Jawlat Al-Mahmol, funded by UNOPS. Additionally, a project to establish an electric power station in Ibb Governorate is underway to support the national grid and address the severe central power deficit. The main conversion station will operate with a capacity of 3,000 kilowatts at an implementation cost of $80,000.
The Governor of Ibb visited the site of the Shaban (Al-Raas) Power Station in Ibb, where land is currently being leveled to establish a solar power generation station with a capacity of 2,500 kilowatts** in its first phase, at an estimated cost of $4.1 million.
These two projects reflect the commitment of the government and local authorities to providing essential services to citizens and embody a comprehensive vision toward achieving energy self-sufficiency.
Addressing Private Sector Challenges
As part of the partnership with the private sector, Prime Minister Ahmed Al-Rahwi met with Ali Al-Hadi**, President of the Chamber of Commerce and Industry in the Capital Secretariat, his deputy Mohammed Salah, sector heads within the chamber, and a number of business leaders.
The meeting reviewed the chamber’s activities, the progress of private-sector commercial, industrial, and investment activities in the Capital Secretariat, and the most significant challenges and issues they face—along with ways to address them—to strengthen the core partnership between the government and the private sector and their joint efforts in serving the nation and the public interest of the Yemeni people.
He emphasized the Change and Development Government’s keenness to enhance aspects of partnership with the private sector and to facilitate various factors that contribute to the stability and prosperity of commercial and investment activities in the public interest. He noted that the government will not hesitate to fulfill its role in addressing any issues that may impact this vital sector.
Corruption Defendants Referred
The Supreme National Authority for Combating Corruption approved the referral of 27 defendants to the Public Prosecution in connection with three corruption cases, where the total financial damage amounted to **$15.808 million. The charges included embezzlement, facilitation of embezzlement of public funds, and harming state interests**.
Pension Disbursement
Social Insurance Organization Disburses July 2025 Pensions
The General Organization for Social Insurance has carried out the disbursement of pensions for July 2025 (corresponding to Muharram 1447 AH) for retirement, disability, and death cases among employees in the private and mixed sectors in the capital, Sana’a, and other liberated provinces.
The early disbursement of pensions is carried out regularly at the beginning of each month, as part of the Organization's commitment to assisting beneficiaries and alleviating their hardships under the current circumstances.
Currently, disbursements are being processed through CAC Bank and its branches and offices in Sana’a and other governorates. In the coming period, the disbursement mechanism will rely on the "MP Wallet", an electronic wallet operated by the Yemeni Integrated Company for Electronic Financial Services, in which the General Organization for Social Insurance is a stakeholder.
The company was established through an initiative by a group of government institutions and agencies with significant financial and economic influence, aiming to provide secure and advanced electronic financial services to all citizens, enhance financial inclusion, and support the country’s digital transformation.
Distribution and Planting of Fruit Seedlings
The Agriculture Sector Branch and the multi-purpose Jabal Al-Sharq Agricultural Cooperative Association in Jabal Al-Sharq District, Dhamar Governorate, launched the distribution and planting of 4,500 fruit seedlings produced in the Haran Model Nurseries. This initiative was funded by the governorate’s Improvement Sector in cooperation with the Executive Unit for Managing Agricultural Project and Initiative Funds.
The distribution of seedlings marks an important step toward achieving self-sufficiency and desired agricultural development. It follows a well-studied and purposeful plan to ensure coverage of areas with suitable conditions for seedling cultivation, along with follow-up and evaluation of their future growth and productivity.
The fruit seedlings were distributed to farmers free of charge, in line with the directives of the revolutionary and political leadership, as well as the Supreme Agricultural and Fisheries Committee, to encourage farmers to expand the cultivation of economically beneficial fruit-bearing trees and establish productive green spaces.
Workshop on Addressing the Spread of Waterborne Diarrhea
A workshop on addressing the causes of waterborne diarrhea outbreaks was held in Sana’a, attended by Deputy Prime Minister and Minister of Local Administration and Rural Development Mohammed Al-Madani, Minister of Health and Environment Dr. Ali Shiban, Sana’a Mayor Dr. Hamoud Abbad, and Deputy Minister of Interior Major General Abdulmajeed Al-Murtada.
The workshop, organized by the Ministry of Local Administration and Rural Development, aimed to unify official and community efforts to address the causes of waterborne diarrhea outbreaks and eliminate the main factors contributing to their spread.
Participants emphasized the importance of community awareness and media campaigns to educate the public on the causes of epidemics and ensure the use of clean water, as sterilization methods are no longer effective. They also highlighted that contamination can seep into well water, especially in areas close to sewage sources.
They stressed the need to combine the efforts of all relevant authorities and work within a unified framework to protect society from epidemics, develop solutions that ensure alternative income sources for affected groups, prevent the irrigation of crops with contaminated water, and provide clean water for farmers by digging new wells for irrigation, establishing a treatment and purification plant, and creating channels to drain polluted water. Additionally, they emphasized the construction of dams to utilize rainwater for irrigation and groundwater recharge.
The participants affirmed the necessity of establishing a unified and binding executive mechanism for the relevant authorities to fulfill their role in curbing the spread of epidemics. They also highlighted the importance of activating cooperative societies and community involvement in finding sustainable local solutions, supported and endorsed by official entities.
Challenges Facing Gold Traders
A meeting held by the Yemeni Authority for Standardization, Metrology, and Quality Control discussed the challenges and issues faced by gold jewelry traders and goldsmith workshop owners, as well as the Authority's efforts to address them.
The Authority is keen on facilitating services and simplifying procedures to support various segments of the commercial and industrial sectors, ensuring consumer protection from fraudulent practices and boosting the national economy. It also works to provide all logistical, administrative, and technical capabilities to deliver the best services and consultations in this field, with a focus on the legal aspects of proposed solutions.
Seizure of Smuggled Medicines and Cigarettes
As part of the government's and regulatory agencies' efforts, the Al-Rahda Customs Center in Taiz Governorate, in cooperation with the Anti-Smuggling Unit, seized 3,800 strips of smuggled medicines and seven cartons of smuggled cigarettes hidden inside the fuel tank of a "Shas" pickup truck at the Sami checkpoint. The cigarettes were found on motorcycles seized in the Al-Salu/Qaradha area.
Additionally, 78 boxes of pesticides were seized, hidden inside a car’s engine compartment, spare tire, and air filter. 23 cartons of cigarettes were also confiscated in the Al-Salu area while smugglers attempted to transport them on foot.
The Al-Rahda Center, in collaboration with the Anti-Smuggling Unit, thwarted an attempt to smuggle 150 vials of medicine, 997 strips of stimulants, and 10 cartons of cigarettes on donkeys along the Abdan smuggling route.
The Al-Rahda Customs Center is located in a geographically harsh area with diverse and active smuggling routes, yet it remains steadfast in carrying out its duties to seize various smuggled and prohibited goods.
Crackdown on Non-Compliant Fish Shops
In the context of a regulatory plan aimed at enhancing compliance with health standards in markets and responding to citizens' reports and complaints, the Ministry of Agriculture, Fisheries, and Water Resources seized nine shops violating health requirements in several fish markets in the capital secretariat during a surprise inspection campaign targeting the Bilili, Al-Jumhuri, and Al-Qa’ markets.
The observed violations included poor hygiene levels, improper fish storage, and workers not wearing designated uniforms. These violations were documented, and legal measures were taken, including the issuance of official seizure reports and the imposition of financial fines in accordance with the approved sanctions regulations.
Capacity Building
Prime Minister Ahmed Al-Rahwi participated in the opening of the 12th training program, organized by the Ministry of Transport and Public Works, represented by the Road Maintenance Fund, over five days.
The program, designed for engineers from the Road Maintenance Fund, the General Authority for Roads and Bridges, and representatives of local authorities in the provinces, covered pavement layer design and maintenance (indicators, defects, diagnosis, and treatment) and pavement layer management systems.
The Prime Minister emphasized the importance of prioritizing the most frequently used roads that serve citizens in their daily commutes for expansion and maintenance. He pointed out the high cost of road construction and paving, which requires all leaders and workers in this sector to ensure proper implementation of road projects according to approved standards to maximize their durability.
He also directed the removal of all speed bumps on main roads and within cities due to the traffic accidents they cause, keeping only those that are necessary—based on need rather than personal preference—and after notifying the relevant authorities.
Cultural Activities
In line with the Ministry of Culture and Tourism’s efforts to revitalize and promote creative and cultural work, the Visual Arts Sector of the ministry organized a training workshop in drawing and fine arts, funded by the Heritage and Cultural Development Fund.
The workshop aimed to provide 50 participants, including fine artists, school and university students, and talented children, with skills and knowledge in wood carving, oil painting on velvet and canvas, pencil drawing basics, and planning with light and shadow techniques for children.
The workshop featured a large number of artworks in oil and acrylic paints, in addition to Arabic calligraphy and sculpting pieces, totaling more than 50 artworks.
Hajjah Training Course on the Financial Resources System
A training course on the financial resources system was launched in Hajjah, organized by the local authority in the governorate over five days. The course aimed to equip employees of the governorate's office and financial resources department with mechanisms to enhance oversight, revenue collection, and improve the efficiency of financial resource management, control, and revenue collection at the level of executive offices and their branches. This ensures the development of resources across various revenue streams.
Training for Female Teachers
A cultural training course for female educational guidance teachers concluded in the New Sana’a Directorate of Sana’a Governorate. Organized by the Women’s Development Department in the governorate in coordination with the educational sector in the directorate, the four-day course introduced the teachers to the educational qualification program and concepts related to the educational process and its management, contributing to improving the quality of education and its outcomes.
Workshop on "Reading Teaching Skills" in Hajjah
A training workshop on "Reading Teaching Skills" was held in Hajjah Governorate for first-grade teachers in private schools in the governorate center. Organized by the Private Education Department, the workshop was part of a program to enhance performance and improve educational methods and techniques, contributing to effective reading and writing proficiency.
The two-day workshop targeted 27 reading teachers for early grades in private schools as a first phase, aiming to equip them with teaching skills and fundamental principles in reading, writing, memorization, and differentiation. This included proper pronunciation of letters, correct articulation, spelling methods, and phonetic analysis rules.
Workshop on Healthy Upbringing Guide
The Ministry of Public Health and Environment, represented by the National Health Education and Awareness Program, organized a workshop in Sana’a to review and approve the guide for the Healthy Upbringing Program during the first 1,000 days of a child’s life, funded by UNICEF.
Over two days, with the participation of 40 attendees from health education directors in governorates and relevant ministry departments, the workshop discussed principles that volunteers should consider when delivering messages, basic information on healthy upbringing from a Quranic perspective, and how to use the guide while enhancing the efforts of community volunteers.
The guide includes procedures related to maternal health during pregnancy, childbirth, and postpartum, the importance of medical check-ups, safe delivery, breastfeeding, nutrition for mother and child, and healthcare for both. It also covers handling diseases and epidemics, as well as proper psychological upbringing for newborns.
Agricultural Census Training Workshop
The General Department of Agricultural Statistics concluded a training workshop for local trainers as part of the pilot project to enhance the natural regeneration of plants in Sana’a Governorate.
Held over five days, the workshop aimed to build the capacities of local personnel in natural resource management and environmental sustainability by providing participants with the knowledge and skills needed to implement the project in the field.
The workshop aligned with the strategic directions of the Ministry of Agriculture, Fisheries, and Water Resources to strengthen the role of local communities in preserving biodiversity, reducing vegetation degradation, and improving rural livelihoods.
Finance Ministry Workshop on Budget Preparation Guide
The Ministry of Finance organized an introductory workshop on the manual of policies, foundations, general procedures, calculation models, and analysis for preparing budget projects for independent and affiliated units and special funds.
The workshop targeted 100 representatives from the Ministry of Finance across 40 independent and affiliated units, special funds, and a number of trainees from the ministry.
The workshop aimed to introduce participants to the manuals on budget policies, principles, and preparation procedures, as well as to develop budget plans and facilitate their discussion.
Economic Empowerment
In Amran Governorate, a sewing machine distribution project was launched for 110 beneficiaries from the poorest families in Amran District, as part of the emergency response project implemented by the Yemeni Red Crescent Society in the governorate, with support from the Qatari Red Crescent.
The project aimed to support livelihood opportunities for the most vulnerable families, build their capacities, and economically empower them. It included training the beneficiaries and enhancing their sewing skills to secure job opportunities.
Support for Agricultural Cooperatives
The Agricultural Cooperative Union in Al Hodeida Governorate delivered a full set of furniture to agricultural cooperatives in Al-Jarahi, Jabal Ras, and Al-Tahita districts in Al-Tahita Directorate, worth 3.5 million Yemeni riyals. This falls under the second phase of the Institutional Building Program for Cooperatives, implemented in coordination with local authorities and under the supervision of the Bunyan Development Foundation, with funding from the Agricultural and Fisheries Initiatives Financing Unit in the province.
The furnishing of the cooperatives in Al-Jarahi, Jabal Ras, and Al-Tahita is part of a comprehensive phased plan that targeted 12 cooperatives in several districts over the past months, aiming to enhance their operational efficiency.
The Financing Unit, in cooperation with the Bunyan Foundation and the Cooperative Union branch, is working to complete the furnishing of all active cooperatives as a fundamental step to creating an institutional work environment and strengthening the role of cooperatives in supporting agricultural activities.
The local authority places great emphasis on rehabilitating and developing cooperatives across various districts to establish an integrated production system that advances the agricultural sector.
Cooperatives represent a key tool for organized community work and a fundamental pillar for sustainable development projects.
Geological Survey in Al-Dhale’
The Geological Survey and Mineral Resources Authority, in coordination with the local authority, is implementing a geological survey project in Al-Haradah area, Damt District, Al-Dhale’ Governorate. The project aims to conduct geological exploration of the region’s rocks, assess the concentration of sulfide minerals, and study their impact on hot water sources.
The local authority emphasized its commitment to protecting and preserving tourist sites, stating that any activity in these areas is carried out based on scientific studies in line with sustainable development goals, serving the public interest while preserving the natural and touristic elements of the site.
Traffic Police Issue New Circular to Enhance Road Safety
The General Directorate of Traffic Police has issued a new circular to its branches in the capital and governorates, outlining measures to enforce traffic safety regulations. This initiative aims to protect lives, safeguard citizens' property, and enhance public security.
The circular aligns with the provisions of the current Traffic Law and its executive regulations, as well as the findings of the 1446 Hijri annual statistical report on traffic accidents and their causes. The report highlighted that traffic violations are among the leading factors behind severe accidents, resulting in significant loss of life and property.
Information Minister Honors Knights of War Media
Information Minister Hashem Sharafuddin praised the "Knights of War Media," describing them as the eyes of the battlefronts and the voices of victory—the frontline documentarians who preserve the heroic deeds of the armed forces.
In a message addressed to them, the minister stated: "I find it imperative to address you, for you have always been the primary soldiers of documentation. You transform the blood of martyrs, the sweat of mujahideen, and the explosions of triumph into immortal images, resonant words, and irrefutable evidence that dismantles the lies of the nation’s enemies."
He emphasized that the Knights of War Media have proven, through their efforts, to be the visual conscience of the epic battles of defense and liberation against the US-British-Saudi-Emirati aggression coalition. They are the living narrators of the victories in the "Promised Conquest" and "Sacred Jihad" battles, as well as the pulsating memory of the Yemeni people’s resilience against all enemies.
"When you accompany our brave forces in liberation operations, advance alongside the vanguards of victory, and focus your lenses on the moment the Yemeni flag is raised over a former stronghold of traitors—when you capture the cries of triumph in the eyes of our mujahideen as they achieve victory—you forge a weapon no less deadly than ballistic missiles: the weapon of truth," he added.
The minister affirmed that every documented scene—whether of the bombing of Israeli-affiliated enemy ships, the capture of hostile vessels, the precision strikes of Yemen’s ballistic missiles and drones, or the storming of enemy fortifications—serves as an indictment against the enemy, a beacon of hope for Yemen and Palestine, and a lesson in pride for the nation.
He described the war media knights as "guardians of history," whose documentation on land and sea fronts will stand as undeniable proof of the resilience era’s heroism, to be read by future generations in the annals of victory and liberation.
Their remarkable success, he noted, confirms that they understand their mission is not fleeting propaganda but the documentation of a history written in the blood of the righteous—a jihad that shatters the forces of falsification and deception.
He said, "You have turned your lenses into a strategic weapon. The scenes you document are equal in impact to an entire military battle—you raise the morale of our nation and shatter the enemy's psyche. Congratulations on the honor of this influential jihadist role and the courage you embody." He emphasized that documenting under bombardment, filming on the frontlines, or descending into decisive battlefields on land and sea is a form of media jihad recorded in letters of light.
He added, "You have proven that the camera of the Yemeni media mujahid is stronger against our enemies than their massive military arsenal. While they tried to hide their defeats, you brought them live footage of their humiliating retreats, their abandonment of heavy weapons, and the flight of their leaders. May God honor you, the men who made documentation a front for victory."
He continued, "Salute to your martyrs who fell with their lenses still in their eyes—through the lens, you crafted an additional victory witnessed by the world. Salute to your creativity, which has humbled the mightiest forces of arrogance. We are confident that you will continue to unleash your lenses as the mujahideen fighters unleash their bullets—always precise, guaranteed, and striking the core. You will be where the battles are, for victory is captured the moment it is achieved, not after."
Situation of the Displaced
As part of the government of change and construction’s concern for the displaced, Yasser Sharafuddin, Deputy Minister of Social Affairs and Labor for the Care and Services Sector, reviewed the conditions of the displacement camp in Al-Azraqin area in the capital’s secretariat.
Sharafuddin, along with Ajim Birkwa, the shelter and camp management coordinator at the General Commission for Refugees, listened to the displaced as they explained their basic needs, primarily education, healthcare, clean drinking water, and shelter—amid the halt of essential aid and grants from international organizations. The camp houses 800 displaced individuals, including 544 children.
Deputy Minister Sharafuddin stressed the importance of combining official, private sector, civil society, and charitable efforts to provide basic services to all camps, which exceed 1,200 and shelter no less than a million displaced people.
He noted that responsibility is collective and requires serious action to meet the needs of the displaced, integrate them into society, and systematically resettle them in their original villages and provinces.
