HAJJAH July 28. 2024 (Saba) - The local water and sanitation corporation in Hajjah province has made significant strides in developing services for citizens, despite enduring nine years of systematic destruction by the US-Saudi-Emirati aggression on Yemen.

The local water and sanitation corporation in Hajjah province has made significant strides in developing services for citizens, despite enduring nine years of systematic destruction by the US-Saudi-Emirati aggression on Yemen.

From 2015 to 2024, the corporation's management, under the supervision of the governor and the director general, has implemented strategic plans to find alternatives and overcome challenges in providing water services to citizens, alleviating their suffering.

Despite extensive damage to water projects in the province center and districts, including the destruction of electric generators at the central station, the pumping and drainage network, electrical equipment, and pumps, efforts have prevailed. The institution's leadership and staff have risen from the rubble, overcoming challenges imposed by the aggression and siege that hindered performance.

Effective coordination between the local authority, the water sector, and the Supreme Council for the Management and Coordination of Humanitarian Affairs has provided substantial support for the repair, rehabilitation, and maintenance of targeted and destroyed projects.

The management has focused on aligning with the revolutionary leadership and directives from the President of the Supreme Political Council, aiming to transition to alternative energy sources for water pumping and reduce diesel consumption.

Hilal al-Sufi, the governor of the province and Chairman of the Board of Directors of the institution, emphasized to the Yemeni News Agency (Saba) that water projects are a top priority, receiving significant attention and support from the revolutionary leadership, the President of the Supreme Political Council, and the local authority in the province.

He noted that the institution has devised plans in accordance with the national vision to build a modern Yemeni state, aiming to overcome difficulties imposed by the ongoing aggression and siege, and to provide essential services to citizens.

He appreciated the attention given to the water sector in the province by the leader of the revolution, Mr. Abdul-Malik Badr al-Din al-Houthi, and the President of the Supreme Political Council, Field Marshal Mahdi al-Mashat, which was translated into tangible projects on the ground.

The Governor of Hajjah praised the efforts and performance of all employees of the institution, their dedication to improving services, their steadfastness in work, their performance of national duties, and their positive contributions to upgrading work mechanisms and addressing technical damages according to available capabilities and resources.

The Director General of the Institution, Engineer Amin al-Mughles, indicated that the institution focused on rehabilitating and maintaining equipment, enhancing the capabilities of administrative and technical staff, and responding to emergency needs to ensure the continuity of services for citizens.

Al-Mughales explained that the Board of Directors of the Institution worked according to a matrix and detailed plans to overcome the challenges imposed by the aggression and siege, focusing on implementing projects in an ascending manner according to the priority of need and available capabilities.

He stated that the efforts made by the local water and sanitation corporation, relevant authorities, humanitarian partners, and the Central Emergency Development Interventions Unit at the Ministry of Finance resulted in the implementation of numerous works and projects to enhance performance.

He explained that the period from 2016 to 2024 witnessed the implementation of 108 diverse projects in the province center, Abs, Mabyan, Kuhlan Afar, and al-Shahel to meet the needs of citizens, fulfill their aspirations, and alleviate their suffering.

A report issued by the local water corporation received by the Yemeni News Agency (Saba) indicated that the year 2016 witnessed the supply of a 648-kilowatt generator to al Nawaem station to serve 90,000 beneficiaries in the province center.

According to the report, horizontal pumps and a submersible pump were supplied and installed for Hashiya Khairan station, along with the implementation of retaining walls to protect the station in Sharis district, benefiting 90,000 citizens.

The report explained that part of the spare parts for the generators and oils were provided in 2017 to serve 220,000 citizens in the governorate center, Kuhlan Afar, Abs, and Al-Shahel, and to provide chlorine to the institution and its branches.

According to the report, a 720-kilowatt generator was provided to al-Nawaem station to serve 120,000 people in the governorate center, and a number of pumps and engines were provided to supply water to 220,000 citizens in the province center, Mabyan, Kuhlan Afar, Abs, and al-Shahel.

In the same year, a project was implemented to raise the efficiency of treatment plants and maintain sewage networks in the province center, with the provision of some tools for the sewage and water network and equipment for the province center, Mabyan, and Abs.

The report stated that two horizontal submersible engines were supplied and installed for Mabyan branch, another with a submersible pump for Ain Ali, and a horizontal centrifugal pump for al-Nawaem station in the province center, along with 3,448 liters of diesel provided to the General Administration and its branches.

The report also stated that 25 projects were implemented in 2018, including the second phase of the rehabilitation of the sewage network and the treatment plant, along with the rehabilitation and afforestation of the treatment plant in the province center.

The projects implemented in 2018 included supplying a generator and spare parts to the province center, Mabyan, Kuhlan Afar, Abs, and al-Shahel, water pumps for the institution and its branches, water meters for 16,000 beneficiaries for the general administration and branches, a sewage suction and cleaning truck, and a pump for the treatment plant in the province center.

The projects also included supplying a 450-kilowatt generator to al-Hashiya station, supplying and installing two 100,000-liter diesel tanks, and building control rooms and meters in the governorate center.

A 100,000-liter diesel tank installation project was also implemented, as well as supplying maintenance materials for the water network in the province center, along with supplying occupational health and safety tools in the province center, Mabyan, Kuhlan Afar, and Abs, in addition to supporting the Abs branch with a 250-kilowatt generator and a centrifugal pump to operate the collection tank.

The report pointed out the implementation of a project to install a solar energy system for Hashiya Khiran station in the province center with a capacity of 114 kilowatts to operate two wells with solar energy, along with the supply of necessary tools.

The report added that in 2021, projects were implemented to build a sewage treatment plant in al-Shahil, install and supply two submersible motors for Ain Ali pumping station in the province center, and supply a 286-kilowatt generator in Mabyan.

It continued the main treatment plant was rehabilitated by building two-story warehouses, rehabilitating 10 drying basins in the province center, implementing wastewater analysis and treatment tanks for Jiah market in Aflah al-Yaman, and building a tank with a capacity of 1,000 cubic meters in Abs. Additionally, 5,200 liters of oil needed by the institution were supplied.

To enhance institutional performance, a project was implemented in 2022 to supply computers, laser printers, and two photocopiers in the province center and Mabyan, and to build the capacity of workers by implementing training courses.

The report added that pumps and their accessories were supplied to the institution and its branches, a submersible pump was supplied and installed for the re-pumping stage of the collection tank in al-Khabt in Abs, along with 500 half-inch diameter home water meters in the governorate center, wooden desks and chairs, cabinets, computers, and printers for the general administration.

It continued: Among the projects implemented to develop the level of service provided to citizens was the project to supply and install solar energy systems for wells and pumping stations in al-Nadhiyah, al-Had, and al-Shati areas in Mabyan district, and adding electrical capacities (panels) to al-Sharadiyah pumping station in the same district.

According to the report, service projects continued to be implemented in 2023 to enhance the efficiency of water pumping to provide services to 86,000 beneficiaries in Abs district by drilling two artesian wells in Wadi Buhal and operating them with solar energy, with the addition of electrical capacities to the previous pumping systems with a grant from the Ministry of Finance.

The implementation of the project to supply and install a solar energy system for the Ain Ali re-pumping station in the governorate center was part of the second phase, and the drilling of an artesian well in Wadi Al-Ajam and operating it with solar energy with a loan from the Ministry of Finance, benefiting 164,000 citizens.

Among the projects implemented, according to the report, are the water laboratory rehabilitation project, the project to supply and install field automated collection devices and operate the system in the General Administration, in addition to supplying and installing an 800-kilowatt generator serving more than 63,000 beneficiaries in Mabyan.

Four submersible motors were also supplied, according to the report, as well as oils and spare parts in the province center. Oils and spare parts were supplied to the institution and its branches, raising the efficiency of water distribution and operating solar energy in the province center. Additionally, al-Hayaf well was drilled in Wadi Azan in Kuhlan Afar.

In 2023, the institution completed two projects to supply and install a solar energy system for the re-pumping station in Al-Nawaem in the governorate center as part of the second and third phases.

The report added that the year 2024 will witness the implementation of nine projects, including the project to supply, install, and operate the 62-kilowatt Al-Janfour well, the 52-kilowatt Al-Mahalla well, and the 93-kilowatt Wadi Haiban pumping station, which operates on solar energy to provide services to 12,000 beneficiaries in the Al-Shahil Directorate and to implement the sewage network in the same district.

The report stated that the project to supply and install a solar energy system for Wells No. 1 and 2 in al-Jar area in Abs district was implemented with a capacity of 84 kilowatts, benefiting 86,000 citizens.

The report indicated the implementation of two projects to supply and install a solar energy system for Ain Ali pumping station in the province center, the third phase, with a capacity of 285 kilowatts, and the construction of a collection water tank with a capacity of 1,000 cubic meters.

Among the projects being implemented, according to the report, are the sewage network project for the center of Kaidna district (first phase in the first and third regions), the sewage network for al-Dhaher region, and the rehabilitation of the treatment plant and sewage networks in the center of the province.
