SANA'A August 18. 2024 (Saba) - The Parliament, in a session chaired by Speaker Yahya al-Rai', officially granted on Sunday confidence to the Government of Change and Construction, led by Prime Minister Ahmed al-Rahawi, following a vote by its members to approve the government's program.

The decision came after the presentation of a report by the special committee, headed by Vice-Chairman of Parliament Abdulsalam Hashoul, which was formed by the heads of the permanent committees in Parliament. The committee's role was to review and integrate observations into the government's program.

In its report, the committee emphasized that incorporating these observations is crucial for ensuring the program's effectiveness and efficiency in achieving the government's goals. The report acknowledged the significant challenges the government will face during the program's implementation, including security and defense concerns, the ongoing economic crisis, and deteriorating living conditions.

The report further highlighted the importance of rebuilding state institutions after years of regional and international challenges that have placed Yemen in the global spotlight. It also underscored Yemen's strong humanitarian, religious, and moral stance in response to the genocide and terrorism inflicted upon their Palestinian brothers, particularly in Gaza, by the Zionist enemy with support from the United States, Britain, and other Western nations.

The special committee concluded its discussions by stressing the necessity of adding specific recommendations to the general program of the Government of Change and Construction. Prime Minister Ahmed Ghaleb Al-Rahwi committed to these additions, ensuring that the government's program aligns with the observations made by Parliament, they are as follows:

1. Include in the government program a timetable for all activities and objectives at the level of each axis, and for each ministry separately.

2. Ensure the implementation of Article 153 of the Council's internal regulations, which mandates that the financial statement be submitted to the head and members of the government within one month.

3. Address economic and financial challenges by preparing strategic plans to enhance and develop available revenue sources, control public spending, and reduce the growing budget deficit.

4. Refrain from imposing any fees or fines in violation of the law, and avoid creating any new funds or fees without legal basis.

5. Submit annual budgets, final accounts, and audit reports within the constitutional and legal deadlines to enhance transparency in the relationship between the Council and the government.

6. Make the necessary efforts to secure funds to pay the salaries of state employees based on available resources.

7. Continue implementing the government's obligations under the law prohibiting usurious transactions.

8. Strengthen the investment environment by granting privileges, incentives, and guarantees to national and foreign investors, particularly for projects that rely on local resources. This will help reduce the import bill, create national job opportunities, and mitigate the effects of rising unemployment and poverty.

9. Prioritize education by providing appropriate curricula and educational tools.

10. Expand and develop technical and vocational education to produce a qualified workforce.

11. Monitor private school and university fees to ensure citizens receive education services at reasonable costs, and limit excessive increases in these fees.

12. Develop a strategic vision for the agricultural sector, focusing on a targeted agricultural policy that encourages the production of grains to ensure self-sufficiency and prioritizes the marketing of these products locally and internationally.

13. Support and encourage small-scale fishermen by helping them increase production and develop a marketing policy, while protecting them from maritime piracy by neighboring countries, and adopting the principle of reciprocity.

14. Activate the mechanism for implementing Law No. 9 of 2011 concerning health and social insurance, due to its positive impact on society.

15. Support the poorest families through economic empowerment programs and social care programs, with special attention to those with special needs.

16. Expand insurance services for all categories of workers in the private sector in accordance with relevant laws and regulations.

17. Postpone any retirement procedures for public service employees until all their legal rights are fulfilled.

18. Strengthen the supervisory role over food and medicine prices to alleviate citizens' suffering caused by rising costs, ensuring these essentials are available at fair prices.

19. Ensure that no funds are directed or spent for purposes other than those for which they were established.

20. Consider the needs of tenants of real estate and lands owned by endowments, particularly the most vulnerable segments, in accordance with directives from the leadership.

21. Avoid entering into any usufruct contracts for construction purposes on state-owned agricultural lands.

22. Provide comprehensive care for the families of martyrs, wounded, and prisoners, giving them priority in the government's general program.

23. Enhance the role of judicial inspection to ensure the swift resolution of cases, reduce lengthy litigation procedures, and supply the judiciary with qualified personnel by increasing the capacity of the Higher Judicial Institute.

24. Strengthen the Civil Defense Authority by providing the necessary funding to enable it to respond effectively to disasters and natural hazards.

25. Focus on urban planning by issuing plans for neighborhood units and removing waste from streets, neighborhoods, and flood paths.

26. Take urgent measures to reassure citizens by reviewing and potentially reducing water, sewage, and electricity bills.

27. Improve the efficiency of services and healthcare across all governorates and districts, with special attention to remote areas.

28. Enhance and develop the performance of authorities responsible for providing medical and therapeutic services to cancer patients by equipping them with the necessary resources to carry out their tasks and deliver comprehensive health care to patients.

29. Reduce the random drilling of wells and the depletion of groundwater resources.

30. Establish a clear mechanism for maintaining main roads between governorates and districts, as well as maintaining streets within cities.

31. Strengthen the role of local authorities by providing the necessary appropriations to enable local authority units to perform their assigned tasks in accordance with the law.

32. Utilize medical, engineering, technical, and other specialized cadres in a manner that serves the national interest.

33. Strictly enforce specifications and standards on goods and food products imported into local markets, limit the flooding of the local market with imported products that harm similar local products, and improve the quality of local products.
34. Ensure that media outlets keep pace with current developments in the country in a way that enhances national resilience against aggression and counters misleading media campaigns by hostile forces.

35. Focus on health education through various media platforms, social networking sites, mosques, curricula, and other avenues.

36. Assert state sovereignty over all Yemeni lands and islands, work towards liberating every inch of them, and strengthen national unity and reconciliation.

Finally, the Parliament confirmed its commitment to enhancing cooperation and integration with the government in order to achieve the goals, policies, and objectives outlined in the program.

The Parliament is also prepared to consider any proposals for legal legislation or amendments submitted by the government as part of the effort to reform the legislative and legal system.
