Hajjah - Saba:
Last year (1445 AH), Hajjah province witnessed the implementation of dozens of community initiative projects that addressed the needs of the community, supported by the local authority and the Central Emergency Developmental Interventions Unit of the Ministry of Local Administration and Rural Development.

The surge in popular engagement in executing community initiatives reflects the directives of the Revolution Leader, Sayyed Abdulmalik Badruddin Al-Houthi, and the Head of the Supreme Political Council, emphasizing the activation of societal roles in various fields, particularly road projects.

The contributions of the community, the local authority, and the Central Interventions Unit culminated last year in the implementation of 70 initiatives at a 100% completion rate, with a total value of 705,206,618 Yemeni riyals. The community contributed 43%, the Interventions Unit 32%, and the local authority 25%.

Five excavation machines ("Baklainat") were purchased for the districts of Al-Mahabisha, Qarah, rural Hajjah, Najrah, and Bani Al-Awam at a cost of 276,014,000 riyals, with the local authority contributing 191,014,000 riyals, the Interventions Unit 60 million riyals, and the community 25 million riyals.

The community’s interaction in implementing these initiatives reflects growing awareness and a sense of responsibility in actively supporting state efforts in construction and development, painting a national picture of progress toward the revival project launched by the late President Saleh Al-Sammad under the slogan "A Hand that Protects... A Hand that Builds."

Hajjah Governor Hilal Al-Sufi stated in a comment to Saba News Agency that community efforts in the districts have made significant strides in construction and development, in response to the directives of the revolutionary leadership and the Supreme Political Council to rely on local capabilities.

He affirmed that road projects are among the top priorities in the province’s plans and programs due to their importance in easing transportation burdens for citizens, facilitating access to essential services, and accelerating local development while expanding agricultural production.

He praised the community’s engagement in implementing sustainable projects and contributing to development, noting that community initiatives receive considerable attention within the local authority’s tasks. He stressed the commitment to supporting initiatives based on available resources and mobilizing society for active participation.

He also highlighted the revolutionary leadership’s interest in implementing and supporting initiatives through the Central Emergency Developmental Interventions Unit, which has spared no effort in aiding the province —a key motivator for community-driven projects.

He commended the integrated efforts between the local authority, district councils, the Bunyan Foundation, and cooperative associations.

Meanwhile, Engineer Shihab Al-Shami, Executive Director of the Central Interventions Unit, emphasized the commitment to continuing support for these projects to advance developmental and service work in Hajjah and other provinces, in line with the revolutionary leadership’s guidance and the directives of the Supreme Political Council and the government.

He stressed the importance of concerted efforts among all parties, especially given the country’s difficult circumstances, urging the preparation of studies according to approved models from the Unit and the local authority to facilitate endorsement and support.

He praised the local authority’s dedication and the people’s engagement in executing projects and contributing to development despite the challenges imposed by ongoing aggression and blockade.

Engineer Al-Shami described community initiatives as a vital complement to official efforts in accomplishing developmental projects, noting that the Unit is expanding its programs to support such initiatives.

A technical report from the Community Initiatives Support Department in the province, obtained by Saba, revealed that 540,611 beneficiaries in the districts of Al-Mahabisha, Hajjah Center, Al-Maghrabah, Al-Miftah, Bakil Al-Meer, Bani Qais, rural Hajjah, Khayran Al-Muharraq, Sharas, Kuhlan Ash-Sharaf, Kuhlan Afar, Mabyan, and Najrah benefited from projects implemented last year with the Unit’s support.

The report stated that community-driven projects in the targeted districts included paving, expansion, surveying, and retaining wall construction. Excavation work totaled 254,286 cubic meters, including 75,671 cubic meters of earthwork, 72,126 cubic meters of rock excavation, and 106,489 cubic meters of mixed excavation, while surveying and expansion work amounted to 94,896 cubic meters.

Abdulwahab Sanan, representative of the Central Emergency Developmental Interventions Unit in the province, stated that the Unit contributed 233,575 liters of diesel and 10,739 sacks of cement to support completed initiative projects.

He added that the Unit supported the local authority with 60 million riyals to purchase excavation equipment for Al-Mahabisha, Qarah, and rural Hajjah, provided 9 air compressors in districts for stone-cutting in projects to ease the community’s burden, and contributed to skilled labor wages for the first and third phases.
