Sa'ada – Saba:

Sa'ada governor Mohammed Awad, along with Deputy Minister for International Cooperation at the Ministry of Foreign Affairs and Expatriates, Ambassador Ismail al-Mutawakkil, and Head of the ICRC Mission in Yemen Christine Cipolla inaugurated on Tuesday the new health unit at the Preventive Detention Facility in Sa'ada governorate. The unit was established in coordination with the local authorities.

The inauguration ceremony was attended by Ambassador Mohammed al-Sadah, Head of the Organizations Department at the Foreign Ministry; Brigadier General Khalil al-Naami, Director of Care, Rehabilitation and Correction at the Ministry of Interior; and Colonel Tariq Al-Kurbi, Saada’s Security Director.

Governor Awad expressed appreciation for the International Committee of the Red Cross (ICRC)’s role in equipping the health unit to serve detainees and shelter center residents. He emphasized the need to complete the unit’s remaining works to ensure full access to medical and treatment services.

He also voiced hope that the UN Secretary-General would reconsider the decision to suspend humanitarian aid to the governorate, and that Saada would be compensated for the past two years during which it was deprived of such aid.

Awad urged the ICRC to expand its operations at the Republican Hospital Authority and expedite completion of the Cholera Treatment Center to alleviate suffering, especially in border areas under constant artillery shelling by Saudi enemy forces.

Ambassador al-Mutawakil praised the ICRC’s efforts in launching the health unit at the facility, which had previously been targeted by U.S. and Israeli airstrikes amid UN silence.

For her part, ICRC Head of Mission Christine Cipolla described the health unit’s opening as a positive step toward strengthening cooperation between the ICRC and Yemeni authorities. She commended the trust placed in the organization, especially at this critical time.

She affirmed that the unit would improve healthcare for detainees in line with international humanitarian standards, reiterating the ICRC’s commitment to supporting local authorities within legal and humanitarian frameworks.

Brigadier General al-Naami, Director General of Care, Rehabilitation, and Corrections, described the health unit as a result of constructive cooperation and partnership with the ICRC.

He stressed that this step represents significant progress in improving healthcare services for detainees, upholding human rights, dignity, and safety in accordance with religious values, humanitarian principles, and relevant international laws.
