SANA'A, October 18. 2022 (Saba) - The Leader of the Revolution, Sayyed Abdulmalik Badr al-Din al-Houthi, stressed on Tuesday the importance of sensing responsibility and honesty in serving citizens, taking care of completing and facilitating their transactions, and constantly keen on developing performance, skills and the administrative aspect in all state institutions.
In his speech during the inauguration of the government, the joint work between state agencies and the components of society, the Leader of the Revolution expressed his hope that this meeting would be useful and fruitful in the context of efforts to improve practical performance in state institutions, foremost of which is the executive authority, which plays an important role and has a great responsibility due to its position in Its relationship with people in managing their lives, living matters and security conditions.
He said: “Man in this life is charged and God has given him awareness and discernment, and he has responsibilities and obligations determined by God Almighty, to whom is the destiny, and who will reward us and hold us accountable for what we have done."
He added: "The Holy Qur'an has expressed the importance of human responsibility, which many people neglect and do not realize the level of its size and burden and what results from it. The Almighty said: "We offered the trust to the heavens, the earth, and the mountains, but they refused to bear it and were apprehensive about it."
The Leader of the Revolution pointed out that this verse shows the extent of human responsibility and the most important thing that must be comprehended from the Qur’anic logic, which is “the trust.” He pointed out that the responsibility is a practical translation of the performance of this trust that God bore to man in the context of His succession to him on earth.
He explained that bearing responsibility is very big and requires that a person bear it with awareness, vigilance and awareness of the consequences of negligence and the dangers of neglect and negligence in order to deal seriously.
He said: "The first thing we should realize in this aspect is that responsibility is not a game or practice of a hobby or a site for domination and exploitation of the moral aspect and powers and so on, or for personal ambitions. The responsibility is before God Almighty, and man in general is in a position of responsibility, But when he is in the position of managing people’s affairs, his responsibility is magnified, and the burden is magnified by negligence or betrayal, which makes it imperative for a person to realize that his/ her destiny is with God and that he is subject to the control of God, who will hold him accountable and reward him/ her if s/he is honest and exerted his/her efforts in fulfilling his/her responsibilities.
He pointed out that the person must return to God to avoid negligence on an ongoing basis, and seek what helps him/her to perform his/her responsibilities in a better way and acquiring the necessary administrative experience and continuous spiritual nourishment, through which s/he proceeds with great impulse and a high sense of responsibility and motivated by faith.
Sayyed Abdulmalik al-Houthi stressed the need for continuous attention to the development of performance, skills, and the administrative and cultural aspect that a person needs for his awareness and insight through knowledge of God’s instructions that s/he will be held accountable for on the Day of Resurrection, and to acquire a faith motive to benefit from it in facing the difficulties and challenges that affect the person in his/her practical performance.
He explained that the responsibility is primarily collective, in managing the affairs of society, working to establish equity and serving the nation, and therefore the responsibility must be collective, in which roles are integrated and efforts are combined, so that the collective effort will achieve great and great results.
He stressed the importance of cooperation between the central authorities. Ministries and institutions in Sana'a and between provinces.
He said, "This cooperation, coordination and understanding is a necessary issue that is necessary to achieve great success and reach important results. Through cooperation, integration and concerted efforts, God will achieve great results and the blessing will come from God."
The Leader of the Revolution pointed out the importance of cooperation prevailing at the level of each work team, whether in the provinces or ministries, and integration, coordination, and benefit from each other at the level of thinking, innovation and planning, as well as at the level of practical effort.
He continued: "As for the individual effort, no matter how sincere the person is in the position of responsibility, and whatever his interest, if he is oriented individually and personally and wants to work alone, and be limited to his thinking, without benefiting or cooperating with others or participating with them in discussing matters and issues. It will undoubtedly fail and and its results will remain very limited, because individual effort is limited in comparison to collective effort, even at the level of thinking, plans and innovation.
He stressed the importance of cooperation and understanding between the central authorities and the provinces.
He stressed the need to improve and develop performance and take care of evaluation, indicating that there are criteria in the evaluation process for the provinces through the Ministry of Local Administration.
The Leader of the Revolution considered that evaluation is a very important issue and greatly helps in developing performance, avoiding shortcomings and addressing aspects of error, and there is no successful work without evaluation.
He stated that one of the basic aspects regarding the performance of responsibility is permanence, attendance, presence and proximity to people.
He said, "In the past stages in which the aggression coalition intensified its aerial bombardment, the focus was on targeting government buildings and institutions with the aim of disrupting the work of the state and paralyzing government work completely, and this is one of the main goals of the aggression coalition, which wanted, through this, that there would be no form, presence, or official governmental action in the country, and that the situation would be anarchic in order to be able to achieve its diabolical goals.
He pointed out that as a result of the intensive targeting at that stage, there was a great lack of attendance and but in the periods of the truce and the times when there is a good percentage of security or the air bombardment is less, attendance must be greatly made to compensate for the past stages in which there was an absence and a great distance from society through intensive attendance, strengthening ties and communication with the community, addressing people’s concerns and completing their transactions.
He said, "There is a failure in this aspect, and complaints from the provinces reach us in completing the transaction.
He stressed the importance of addressing this problem and ensuring that the community's transactions are completed, and that the relation with the community is close and strong and based on cooperation and partnership in order to achieve success, given that the success of responsibility is related to the extent of his relation with society.
The Leader of the Revolution pointed out the importance of benefiting from community initiatives in the service and development aspect, given the difficult conditions the country is going through as a result of the aggression, addressing many of the problems of society to serve the citizens.
He stressed the need to prepare for the wheat planting season, in light of the dangerous developments at the international level, and the escalation of tensions that could reach dangerous outcomes and have an impact on the economic and livelihood side.
He said, "Reliance on imports from abroad for all living needs and requirements is a big problem, a strategic danger, and a neglect of the country's national security over the past decades. Reliance on imports for all necessities has been an official policy, and this policy is wrong and failed and neglects the national security of the country."
He stressed the importance of state officials, citizens and merchants in particular, absorbing the risks that exist in the world as a result of the problems, crises and wars that America has created in Europe and Ukraine and the effects and consequences of the increasing tension and escalation in the region on the living and economic side, stressing the importance of backing internally to take care of the agricultural sector.
He considered the agriculture is backbone of the national economy, foremost of which is wheat production. Therefore, the next agricultural season should receive great attention from everyone, and there should be attention, as possible, from the official side with the popular side for unprecedented work in the interest in agriculture, at the level of all crops.
The Leader of the Revolution expressed his hope that the programs and activities related to raising the level of performance, which are presented to the provinces, under the close care and follow-up of the President through the Ministry of Local Administration and the concerned authorities, would receive attention and care in the provinces and that there will be cooperation from everyone, and seriousness in performing the responsibility to the satisfaction of God Almighty and achieve the desired results in reality.
