Cairo negotiations...Palestinian resistance shows “high flexibility” & Zionist enemy “ stalling”
[Tue, 16 Jul 2024 10:08:58 +0300]

SANA'A July 16. 2024 (Saba) -At a time when the Palestinian resistance, led by the Islamic Resistance Movement Hamas, is showing great flexibility... negotiations on a prisoner exchange deal and a ceasefire in Gaza are continuing, in the wake of the renewed Zionist division and the return of enemy Prime Minister Benjamin Netanyahu to adherence to what he called his “red lines”, at the forefront of which are Continue the war.

In this context, two Hamas officials confirmed Netanyahu’s stubbornness in the negotiations in order to disrupt them, stressing that managing the Gaza Strip after the war is “an internal Palestinian matter.”

The movement's leader, Hossam Badran, said in press statements on Friday: The movement showed "great flexibility" in discussions with the mediators, especially regarding language changes, but it stuck to its demand that "Israel agree to a permanent ceasefire."

Badran revealed that the Hamas movement “proposed that a government of national, non-partisan competencies take over the administration of the Gaza Strip and the West Bank after the war.” He stressed that the management of the Gaza Strip after the war is “an internal Palestinian matter,” and that the movement “will not discuss the day after the war in the Strip with anyone external parties.

The leader of the movement called on the international community to put pressure on the party obstructing the negotiations and force it to stop the aggression against Gaza, stressing that the steadfastness of the Palestinian people and the heroic performance of the resistance is what forces the government of the Zionist enemy to submit to conditions and rights of the Palestinian people.

In turn, a member of the movement's political bureau, Izzat Al-Rishq, confirmed that the frantic attempts of the Zionist enemy's government, Benjamin Netanyahu, to add new titles and demands were not included in all the previous proposals circulating with the mediators. He "confirms that he is still dragging his feet, procrastinating, and searching for what will disrupt the agreement."

The Hamas movement confirmed in a press statement last night that it has not yet been informed by the mediators of anything new regarding the negotiations aimed at a ceasefire and the exchange of Zionist hostages and Palestinian prisoners, accusing the Zionist side of continuing to "procrastinate."

The statement explained that the Zionist enemy is continuing its policy of procrastination to gain time with the aim of thwarting this round of negotiations, as it did in previous rounds.

The Israeli Prime Minister's Office stated, "Netanyahu held meetings with the negotiating team this Friday morning, after the team returned from the Qatari capital, from a four-way summit with the mediators in Doha."

According to the statement published by Netanyahu’s office on the “X” platform, the meeting discussed “the terms of the agreement regarding the return of the hostages and ways to implement the broad guidelines while ensuring the achievement of all the goals of the war.”

The Zionist Broadcasting Corporation reported that the Zionist delegation participating in the negotiations left the Qatari capital, Doha, on Thursday morning, amid talk of Hamas’s approval of “temporary Palestinian rule” and an agreement on the framework of the swap deal negotiations, where the mediators will discuss “the details of its implementation.”

This comes after the last round of negotiations ended, but “without achieving anything,” at a time when the Palestinian resistance showed flexibility in the stages of negotiation proposed in the proposed deal, but Netanyahu announced a new series of clauses restricting the proposal,

Which aims to “ensure that no progress is made in the talks,” such as “preventing the return of fighters to the northern Gaza Strip, while maintaining the presence of the occupation army in the Netzarim Corridor, maintaining control over the Philadelphia Corridor and the Rafah Crossing, and allowing the Zionist entity to return to fighting until The goals of the war have been achieved,” according to what the enemy media reported.

In the same context, the movement’s representative in Lebanon, Ahmed Abdel Hadi, confirmed in an interview with Al-Mayadeen, earlier, that “Hamas was seeking to formulate fixed phrases,” and that “flexibility today is in form, not in content.” Pointing out that “the basic issues have not been touched.” In the paper.

He said: “The movement did not present a paper in the negotiations, nor did it provide a response, but rather showed its flexibility in the negotiations.”

For his part, the Deputy Secretary-General of the Islamic Jihad Movement in Palestine, Muhammad al-Hindi, said in his speech to Al-Mayadeen: “The priority of Netanyahu and his government is not to recover the Zionist prisoners, but rather to continue the war on the Gaza Strip.”

He stressed that "the Zionist negotiator is procrastinating, as he told the mediators that he would return to Tel Aviv, and then inform them of the response regarding what was proposed."

Netanyahu had claimed that his occupying entity maintaining control over the border area between Egypt and Gaza under the pretext of preventing “arms smuggling” is one of four conditions set by his government for a ceasefire in the Strip in clear contradiction with the Zionist Minister of War Yoav Galant, Chief of Staff Herzi Halevy, and the military establishment as a whole, at a time when US National Security Advisor Jake Sullivan confirmed that there are many details that still need to be finalized.

The Zionist delegation headed by Shin Bet head Ronan Bar, and joined by representatives of the Zionist enemy army, to Cairo to continue negotiations on the exchange deal, media reports said that the negotiations would focus on completing security talks related to the Rafah crossing and the Philadelphia axis.

However, Netanyahu reiterated his conditions regarding the continued control of the occupation army over the “Philadelphia Corridor and the Rafah Crossing,” which is one of the “four principles” put forward by his government within the framework of negotiations aimed at reaching a ceasefire in Gaza and releasing the hostages held in the Strip.

In a brief television speech, Netanyahu enumerated the three remaining conditions set by his government in these indirect negotiations, which are being conducted with joint Qatari-Egyptian-American mediation, saying that any agreement “must allow Israel to resume fighting (after the end of the truce period that it will stipulate).” Until the objectives of the war are achieved.

He added: “Israel will not allow the return of militants or weapons to the northern Gaza Strip.” He also stipulated that in the first phase of the agreement being negotiated, “the largest possible number of hostages be released.”

Netanyahu also claimed that he remains committed to the framework of the ceasefire in Gaza that is being negotiated and accused Hamas of making demands that conflict with it.

In this regard, White House National Security Advisor Jake Sullivan told reporters on Thursday: Many details still need to be finalized to reach a ceasefire agreement and release the hostages held in the Gaza Strip.

“There are still miles to go before we put the finishing touches if we are able to do it,” Sullivan added. “So, I don’t want to say it’s imminent, but it shouldn’t be too far-fetched because everyone came determined to get it done.”

He continued, saying: There are no changes in the policy related to Washington postponing the shipment of two thousand pound bombs to “Israel”, indicating that President Joe Biden will soon announce developments on the status of the ceasefire talks.

The issue of the Zionist enemy forces remaining on the border is considered one of the issues that prevent reaching a ceasefire agreement, given the opposition of Egypt and the Hamas movement.

An informed source told Reuters that the discussions focused on “sensors that will be placed on the Egyptian side of the Philadelphia Corridor,” adding that the goal is to detect tunnels and discover any other ways by which they might try to smuggle weapons or individuals into Gaza.”

Two Egyptian sources confirmed to Reuters that the Zionist negotiators talked about a high-tech surveillance system, while the third informed source indicated that this issue is “important” in the hostage agreement, indicating that this may allow “Israel” to withdraw from the Philadelphia axis.

US President Joe Biden says: The war between “Israel” and Gaza must end now, and that “Israel should not occupy the Palestinian Strip after the war has ended.”

Speaking to reporters on Thursday, Biden confirmed that there is an agreement on a ceasefire framework between “Israel” and Hamas, but “there are still gaps that must be filled,” adding that he sent his team to the region “to discuss the details.”

In late May, Biden presented a three-stage proposal, with the aim of achieving a ceasefire, the release of hostages in Gaza and Palestinian prisoners in the usurping entity the withdrawal of the Zionist enemy forces from Gaza, and the rebuilding of the coastal region.

CIA Director Bill Burns and US envoy to the Middle East, Brett McGurk, visited the region this week to discuss the ceasefire agreement.

Biden said at the press conference: “These are difficult and complex issues... and there are still gaps that need to be closed... We are making progress and the trend is positive... and I am determined to complete this deal and end this war, which must end now.”

The Washington Post quoted the Zionist Broadcasting Corporation as saying that an agreement had been reached on “the framework of the potential deal between Israel and the Hamas movement,” adding that the mediators were “discussing the details of its implementation,” but the two parties “are not close to signing the deal.”
