After 467 days of the Zionist genocidal war on the Gaza Strip, the a ceasefire deal was declared late on Wednesday after months of efforts by Qatari, Egyptian and American meditators, with its implementation to begin next Sunday.
Over the course of several months, the enemy forces used fire belts and random shelling, committed daily massacres against civilians, and destroyed many hospitals, schools and shelters hosing the displaced, the Palestinian Information Center said.
After months of rounds of negotiations that sometimes continued and sometimes failed, the agreement was announced in the Qatari capital, Doha.
The following are the terms of this agreement, which the two parties agreed to implement in three stages, starting from Sunday, January 19, 2025:
First stage
It lasts for 42 days, and it was agreed that the following would be implemented:
The temporary cessation of mutual military operations by the two parties, and the withdrawal of the Zionist occupation forces eastward and away from populated areas to an area adjacent to the border in all areas of the Gaza Strip, including “Wadi Gaza”, and the withdrawal will be to a distance of 700 meters before the border based on maps prior to October 7, 2023.
The temporary suspension of Zionist air activity for military purposes and reconnaissance in the Gaza Strip at a rate of ten hours per day, and 12 hours on the days of the release of detainees and prisoners.
During the first phase, Israel will release about two thousand prisoners, including 250 sentenced to life imprisonment, and about a thousand detainees after October 7, 2023.
Return of the displaced to their areas of residence, and Israeli troop withdrawal from the Gaza Valley, according to the following:
A- After the release of seven Zionist detainees, the occupation forces will withdraw completely on the seventh day of the agreement from Rashid Street east to Salah al-Din Street, and dismantle all sites in this area. And begin the process of returning the displaced to their areas of residence, and guaranteeing freedom of movement for residents throughout the Strip, in addition to the entry of humanitarian aid through Rashid Street from the first day and without obstacles.
B- On the 22nd day of the start of the implementation of the agreement, the Israeli occupation forces will withdraw from the center of the Strip, especially from the “Netzarim Axis” and “Kuwait Roundabout”, to an area near the border, and the military installations will be completely dismantled, with the continued return of the displaced to their places of residence, and granting residents freedom of movement in all areas of the Strip.
C- Opening the Rafah crossing seven days after the start of implementing the first phase, and sufficient quantities of humanitarian aid, relief supplies and fuel will enter via 600 trucks daily, 50 of which will transport fuel, and 300 trucks will head to the northern Gaza Strip.
Exchange of detainees and prisoners from both sides according to the following:
A- The Islamic Resistance Movement (Hamas) will release 33 Israeli detainees (alive or dead), including civilian women, female soldiers, children under the age of 19, elderly persons over 50, and wounded and sick civilians, in exchange for the release of a number of Palestinian prisoners from Israeli prisons and detention centers according to the following: For every Israeli detainee released, Israel will release 30 Palestinian children and women from the occupation prisons.
B- In exchange for the release of 30 elderly and sick Palestinian prisoners from the occupation prisons, Hamas will release all living Zionist detainees, elderly, sick, and wounded civilians.
C- "Israel" will release 50 Palestinian prisoners for every detained Zionist female soldier released by Hamas.
Exchange of detainees and prisoners in the first stage is scheduled as follows:
1. On the first day of the agreement, Hamas will release three civilian Zionist detainees, and on the seventh day it will release four other detainees.
After that, Hamas will release three Zionist detainees every seven days, and before returning the bodies, it will release all living detainees.
2. In the sixth week of the agreement, Israel will release 47 of the "Shalit Deal" prisoners who were re-imprisoned after their release in 2011.
3. If the number of living Zionist detainees released does not reach 33, the remaining number of bodies will be completed. In return, "Israel" will release all women and children who were arrested from the Gaza Strip after October 7, 2023, in the sixth week.
4. The exchange process is linked to the extent of commitment to the terms of the agreement, which includes the cessation of military operations by both sides, the withdrawal of occupation forces, the return of the displaced, and the entry of humanitarian aid.
Palestinian prisoners who were released on the same charges for which they were previously detained will not be re-arrested or detained to serve the remainder of their sentences. Palestinian prisoners will not be required to sign any document as a condition for their release.
The criteria set for the exchange of detainees and prisoners in the first phase will not be used as a basis for the exchange in the second phase of the deal.
Indirect negotiations between the two parties regarding the terms for implementing the second phase of the deal will begin no later than the 16 days after the agreement enters into force, and an agreement must be reached before the end of the fifth week of the first phase.
The United Nations, its agencies, and other international organizations will continue their work in providing humanitarian services in all areas of the Gaza Strip, and operations will continue in all phases of the agreement.
Infrastructure rehabilitation operations will begin in all areas of the Gaza Strip, and the necessary equipment will be brought in for civil defense teams, and rubble and debris will be removed, and this will continue in all phases of the agreement.
It will be permitted to bring in supplies for the establishment of centers to shelter displaced persons who lost their homes during the war, including the construction of no less than 60,000 temporary housing units and 200,000 tents.
A larger number of wounded soldiers than agreed upon will arrive at the Rafah crossing for medical treatment, with an increase in the number of people allowed to pass through the crossing, in addition to removing restrictions on travelers through it, as well as on the movement of goods and trade.
Beginning to implement the necessary arrangements and plans for the comprehensive reconstruction of homes and civilian infrastructure destroyed as a result of the war, and compensating those affected under the supervision of a number of countries and organizations, including Egypt, Qatar, and the United Nations.
Continuing to implement all the measures of the first phase in the second phase, as long as negotiations on the terms continue, with the guarantors of the agreement exerting their utmost efforts to ensure the continuation of indirect negotiations until the two parties can reach an agreement on the terms for implementing the second phase.
The second phase... lasts for 42 days, and it was agreed that the following will be implemented during it:
Declaring the return of sustainable calm, which includes a permanent cessation of military operations and hostile activities, and resuming the exchange of detainees and prisoners between the two sides, including all remaining living Israeli men, in exchange for an agreed number of Palestinian prisoners in the occupation prisons.
In addition, the Zionist occupation forces will completely withdraw from the Gaza Strip.
The third phase... lasts for 42 days, and it was agreed that the following will be implemented:
Exchange of the bodies and remains of the dead held by the two parties after reaching and identifying them.
Start implementing the Gaza Strip reconstruction plan over a period of three to five years, including homes, civilian buildings and infrastructure, in addition to compensating all those affected, under the supervision of a number of countries and organizations sponsoring the agreement.
Opening all crossings and allowing the free movement of people and goods.
