The Government of Change and Construction is placing the utmost emphasis on enhancing coordination and cooperation between ministries, consolidating government institutional work in line with its overall program to establish a modern and strong state founded on institutional principles.

The government is working to implement a qualitative organizational and structural transformation as part of establishing sound, clear, and rational institutions.

Over the past week, a series of coordination meetings were held to strengthen cooperation between relevant agencies, monitor the implementation of plans and projects, and exchange views on challenges and opportunities. These meetings produced important recommendations to enhance institutional integration and support efforts to achieve the desired strategic objectives efficiently and effectively.

Government officials conducted field visits to assess the performance of state institutions, identify challenges and needs in the governorates, and oversee economic, development, and service projects. They also reviewed local authorities' efforts to achieve self-sufficiency and expand the local production base.

On the external front, the Government of Change and Construction, represented by the Ministry of Foreign Affairs and Expatriates, continues its regional and international engagement regarding the repercussions of the aggression and blockade, as well as the consequences of the Zionist aggression against our country. This engagement focuses on strengthening relations with Arab and Islamic countries, enhancing the diplomatic presence of the Republic of Yemen, and maintaining coordination with the United Nations and other international organizations operating in the country. It also includes monitoring the situation of refugees from the Horn of Africa and overseeing measures aimed at curbing the increasing flow of illegal immigrants into Yemen.

The Government of Change and Reconstruction is focusing on activating the role of cooperatives and organizing community work, thereby contributing to the establishment of an effective development leadership capable of formulating a future vision grounded in reality, responding to citizens’ needs, and fostering a more aware and active society in managing its resources and developing its environment. It also seeks to train “development knights” and support community initiatives aimed at advancing services and development, while building a genuine partnership between government agencies and local communities to enhance the requirements of comprehensive development and achieve self-sufficiency.

Yemen—its leadership, government, and people—continues to support the Gaza Strip in confronting the brutal Zionist aggression, reaffirming its steadfast stance in support of the just Palestinian cause until the Palestinian people attain all their legitimate rights. From qualitative military operations to popular chants in public squares and fields, Yemen’s voice rises to declare its categorical rejection of the Zionist aggression and its full support for the Palestinian people’s right to life, freedom, and dignity. It affirms that steadfast Gaza will remain in the heart of every Yemeni until victory is achieved and the occupation comes to an end.

Last week, the armed forces carried out fourteen missile and drone operations targeting Lod Airport and Israeli sites in Jaffa, Haifa, and Ashkelon, in addition to naval operations in the far north of the Red Sea. The maritime embargo remains successful, effective, and influential, with the port of Umm al-Rashrash still closed.

At the popular level, an expanded meeting was held in Raymah Governorate for scholars and preachers, while a large group graduated from the “Al-Aqsa Flood” courses at Sana’a University. Massive university and school marches, along with tribal and women’s gatherings and protests, were also organized.

The Humanitarian Coordination Center imposed sanctions on sixty-four companies that violated the naval blockade imposed on the Israeli enemy. The entire fleets of these companies were prohibited from crossing the Red Sea, the Bab al-Mandab Strait, the Gulf of Aden, and the Arabian Sea, and remain subject to targeting in any area within the range of the Yemeni armed forces. These sanctions aim to pressure the occupying Israeli entity to halt its aggression and lift the blockade on the Gaza Strip.

Among the activities held over the past week, the Ministry of Education and Scientific Research, together with the local authority in Sana’a Governorate, organized two seminars titled “The Nature of the Conflict with the Zionist Enemy.” In Amran Governorate, the Graphic Design Department at the Community College opened its second annual exhibition in solidarity with the people of Gaza. The exhibition showcased creative artworks expressing the suffering of the people of Gaza and the importance of standing with, supporting, and backing the Palestinian cause, as well as Yemen’s brave and heroic stance in supporting Gaza.

In this context, the spokesman for the Government of Change and Construction, Minister of Information Hashem Sharaf al-Din, affirmed that Yemen’s position on the Palestinian cause remains as firm and unshakable as the mountains, both at the official and popular levels.

He declared: “Yemen, with its dear people and wise leadership, will always stand as a defender of Gaza and its people. The Yemeni position is not fleeting; it is a firm commitment embodied in the positions of millions of our people—consistent with those of the leadership—and materially and morally translated into numerous manifestations and major operations carried out by our valiant armed forces against the Israeli enemy and its American partner.”

He stressed that Yemen does not recognize, accept, or ever accept the usurping Israeli presence in Palestine or any other Arab land, nor the shameful and treasonous deals promoted under false pretenses to liquidate the Palestinian cause.

Minister Sharaf al-Din further noted that the Palestinian cause is a sacred issue uniting all Yemenis, with no room for compromise or retreat. He concluded: “In the battle for the promised conquest and holy jihad, we will continue our unwavering support for our brothers in Gaza by all legitimate means until the aggression ends and the siege is lifted.”

Commemorating the Prophet's Birthday

Over the past week, the capital secretariat and various governorates witnessed intensive preparations to commemorate the birth of the Holy Prophet for the year 1447 AH.

Official bodies and local authorities are working to prepare celebratory plans and programs and organize central and community events that befit the greatness of the occasion.

The preparations include equipping celebration squares and coordinating efforts to ensure the holding of distinctive events that reflect the status of the Great Messenger in the hearts of Yemenis, and highlight the spiritual and faith-based nature that distinguishes this blessed occasion.

The Council of Ministers, in its meeting headed by Council President Ahmed Al-Rahawi, approved the project plan of the Government of Change and Construction to commemorate the anniversary of the Prophet's birthday, which included the tasks entrusted to various central and local public service units to celebrate this fragrant anniversary, including the celebratory religious and cultural events and activities that will be held in the coming weeks until the 12th of Rabi' Al-Awwal.

The plan includes a number of general guidelines for all public service units to celebrate the occasion, including carrying out acts of piety, charity, social solidarity, cleaning, caring for the families of martyrs, the wounded, and those on the front lines, caring for the poor, the needy, and the displaced, and visiting orphanages and the poorest families, in addition to strengthening the connection to the Holy Prophet and his spiritual and jihadist life against the infidels and hypocrites.

The directives urge everyone to highlight the role of Yemenis with the Prophet (peace and blessings be upon him and his family) in confronting the first age of ignorance and the age of modern ignorance, and to expose the cultural trends that seek to separate the nation from the Prophet and the Holy Quran.

The Council assigned the Prime Minister's Office to prepare a specific timeline for holding events in ministries, bodies, and authorities, to ensure the proper arrangement of events and achieve discipline in their timing.

The activities for the Prophet's birthday celebration were launched, and school tournaments began in several governorates, including competitions in football, volleyball, Taekwondo, athletics, Kung Fu, karate, swimming, and judo, with the aim of developing students' physical and intellectual abilities and strengthening their connection to the true faith.

Preparatory work also continued for the Third International Conference of the Great Messenger, which will be held from 21-23 Rabi' Al-Awwal 1447 AH.

Approval of Regulatory Regulation Projects

The Council of Ministers, in its meeting, approved the projects of the regulatory regulations for the Ministries of Education and Scientific Research, Agriculture, Fisheries and Water Resources, Transport and Public Works, and Foreign Affairs and Expatriates, in implementation of the mechanism for completing the implementation of the merger and modernization process of the organizational structures of public service units and its amendments. It directed the concerned ministers to follow up on the completion of the legal procedures for their issuance.

The approved projects, submitted by the Supreme Committee for the Implementation of the Merger and Modernization of the Organizational Structures of Public Service Units, come as a translation of the leadership's directives to develop the institutional performance of public service units and achieve their efficiency and strength in carrying out the tasks entrusted to them and performing their functional and service responsibilities in the required manner that serves the path of change and construction.

The preparation of the organizational structures and regulations for the ministries went through several stages, starting with studying and analyzing the goals, tasks, and specializations contained in the republican decisions regarding the determination of the goals, tasks, and main divisions of the four ministries in order to implement the sub-tasks, activities, and procedures necessary for their implementation, as well as studying and analyzing the laws and executive regulations regulating the work of the four ministries, especially the laws subsequent to the issuance of the regulations, with the aim of determining what needs to be absorbed, canceled, or amended from the tasks in light of the goals and tasks contained in the republican decisions for the four ministries.

Payment of Salaries

The Ministries of Finance and Civil Service and Administrative Development began issuing financial reinforcements for the salaries of June 2025 for public service units included in the monthly disbursement list, in accordance with the state employee salary provision program stemming from the law on the exceptional mechanism for providing state employee salaries and repaying small depositors, to the Central Bank of Yemen and through it to the General Post Office and the Agricultural Cooperative Credit Bank (CAC Bank).

Coordination Meetings

The members of the Government of Change and Construction continue their coordination meetings to discuss the situation and facilitate citizens' access to services and address the challenges facing performance within the framework of the integrated responsibility between the various government agencies regarding the public interest. The First Deputy Prime Minister, Allamah Mohammed Miftaah, discussed with the Ministers of Oil and Minerals, Dr. Abdullah Al-Amir, and Electricity, Energy, and Water, Dr. Ali Saif, aspects of cooperation to enhance the stability of the electricity service provided through the General Electricity Corporation, and coordinate joint efforts between the two ministries to ensure the continued generation of electricity through the corporation and at the same time fulfill its obligations towards the oil company. A joint mechanism was agreed upon between the Electricity Corporation and the Oil Company to ensure the stability of electricity generation.


  • A meeting that included the Ministers of Oil and Minerals, Dr. Abdullah Al-Amir, and Electricity, Energy, and Water, Dr. Ali Saif, discussed areas for developing the electrical transport sector, enhancing cooperation between state institutions to support the infrastructure for clean and sustainable energy, and the possibility of introducing electric cars and motorcycles to the local market in an organized and studied manner, which contributes to reducing dependence on traditional fuel and limiting harmful environmental emissions, in addition to enhancing cooperation between the oil company and the Electricity Corporation, with the aim of spreading electric charging pumps and stations in various governorates, and providing the necessary services for users of electric vehicles
  • Health Minister Discusses Facilitating Medical Supplies

Minister of Health and Environment, Dr. Ali Shaiban, met with the Acting Head of the Tax and Customs Authority, Dr. Ibrahim Mahdi, to discuss cooperation in facilitating the entry of medical supplies, equipment, and medicines for the health sector. The Tax and Customs Authority affirmed its cooperation with the Ministry of Health and Environment, pledging to provide customs facilities and process various procedures to ease the entry of medical equipment and medicines for dialysis.

Foreign Minister Discusses Unilateral Actions by Mercenary Government

The Minister of Foreign Affairs and Expatriates discussed with the Undersecretary of the Ministry of Interior for Security and Intelligence and the Head of the Immigration and Passports Authority the unilateral measures taken by the mercenary government. These include imposing a new personal identification card aimed at cementing secession and undermining the national fabric, in addition to restrictions imposed on citizens, particularly those residing in the free governorates, including obstructing the issuance of criminal records necessary for working abroad. The situation of refugees and illegal migrants and the need to regularize their status in accordance with national laws were also discussed.

Developing Diplomatic Work

An expanded meeting in Sana'a discussed ways to develop Yemeni diplomatic work and enhance its future prospects to serve the country's higher interests. The meeting reviewed the ministry's new regulatory regulations project submitted by the technical committee of the Supreme Committee for Integration, to update and develop the ministry's legal and administrative frameworks. The Ministry of Foreign Affairs and its work are regulated by Law No. (2) of 1991 regarding the Diplomatic and Consular Corps and its amendments, the latest of which is Law No. (5) of 2021, which came to affirm the special and independent nature of the diplomatic staff. The regulatory regulations to be issued will fully comply with the provisions of the law and reflect the specificity of diplomatic work and its requirements not only for the current stage but also for the future of Yemeni foreign policy.

Modernizing Institutional Frameworks

A meeting of the committee for reviewing and updating institutional frameworks at the Ministry of Economy and Industry was held in Sana'a today to discuss plans for developing administrative work mechanisms in the ministry in line with the directions of radical change and the merger processes in government institutions.

Meetings with Organizations

In line with the government and local authorities' keenness in the governorates to facilitate the projects of service organizations, meetings were held in the governorates of Ibb and Raymah to discuss humanitarian needs and ways to enhance the interventions of the International Committee of the Red Cross and Islamic Relief Worldwide to help alleviate human suffering and improve the level of services in a number of sectors.

Focus on Technical Education

The government places utmost importance on vocational and technical education as one of the pillars of advancing the national economy. Its outputs represent a vital source for the labor market, especially in light of the current challenges. Based on this, the First Deputy Prime Minister, Allamah Mohammed Miftaah, the Deputy Prime Minister and Minister of Local Administration and Rural Development, Mohammed Al-Madani, the Minister of Education, Higher Education and Scientific Research, Hassan Al-Saadi, and the Governor of Hodeida, Abdullah Atifi, inspected the progress of the educational and training process at the technical institutes in the city of Hodeida. They visited the technical workshops and vocational training facilities, including the central workshop for furniture and chairs, and listened to an explanation of the production process, vocational empowerment activities, and practical training programs in the fields of carpentry, furniture, and chairs.

More Than 15,000 Services

The Ministry of Civil Service and Administrative Development provided 15,599 diverse services during the past month of July through its electronic systems in the capital secretariat and the rest of the governorates. The services were distributed among data completion, processing of job settlements, updating employee data, promotion procedures, transfers, secondments, and other procedures related to job changes, in addition to issuing 240 various fatwas.

Hajjah Radio

In the context of media efforts, Minister of Information Hashem Sharaf Al-Din and Governor of Hajjah Hilal Al-Sufi inspected the progress of work at Hajjah Radio and the programs it offers during the current period in various fields and activities of mobilization and recruitment, as well as the religious and national programs that enhance the faith-based identity. A meeting in Hajjah Governorate, which included the Minister of Information and the Governor, discussed the mechanism for improving the performance of the media sector in the governorate, the difficulties it faces, and ways to overcome them. The Minister of Information praised the governorate's leadership for its interaction with the directives of the Deputy Prime Minister and Minister of Local Administration and Rural Development to build a studio for Hajjah Radio, in consideration of the ministry's memorandums to pay attention to local radios in general. He pointed out that the aggression, even though it was able to destroy the media infrastructure, could not destroy the will of the media professionals, in light of the steadfastness of the media front and its staff and their resilience in the face of the media machine of the forces of hegemony and arrogance.

Disbursement of Operating Expenses

The Board of Directors of the Fund for the Care and Rehabilitation of the Disabled approved the special offer for the disbursement of operating expenses for associations and centers working with people with special needs for the first and second halves of 2025, similar to what was disbursed in the second academic semester of 2024. It also approved the executive mechanism for the regulation governing the financing of programs and projects of associations and centers concerned with people with disabilities, as well as the decision to implement the educational standard for the academic year 1446 AH (2024 - 2025 AD).

Service Projects

  • Roads: The Public Corporation for Roads is implementing a project to pave and rehabilitate the main street in Al-Sharq City, Dhamar Governorate, at a cost of 300 million riyals, funded by the Road Maintenance Fund. The project includes stone paving works with a length of 600 meters and a width of 12 meters, and asphalt repairs for a distance of 600 meters and a width of 10 meters. Additionally, excavation, opening, and leveling works have been carried out on Street 12 with a length of 160 meters and Street 14 with a length of 60 meters in the Al-Jeraf Al-Gharbi neighborhood of Al-Thawra District in the Capital Secretariat, as a first phase of the plan to open closed streets. Work has also commenced on the project to excavate and expand the "Al-Arroum - Al-Ghadhiba" road in Al-Adain District, Ibb Governorate, as part of the rural road expansion and improvement program.

  • Water and Sanitation: The Local Corporation for Water and Sanitation in Al-Mahwit Governorate delivered a new 110 kVA generator to the Sardad Water Project - Fifth Station, in the Beit Al-Jalabi area in Ar-Rujum District, in response to the vital need of the project and as a translation of intensive efforts to provide a permanent and stable power source to ensure the continuity of water pumping to the residents. The generator will contribute to meeting the needs of more than 56,000 people in the Beit Al-Jalabi area and neighboring areas, and overcoming the problem of frequent power outages, thereby enhancing the sustainability of the project and alleviating the suffering of citizens. The Ministry of Electricity, Energy, and Water is also carrying out preparations to rehabilitate water wells in the Haber - Al-Haimah fields supplying Taiz City, numbering 13 wells, and equipping them with a solar power system to improve water service. In the Bani Hushaysh District of Sana'a Governorate, the Sarab Area Water Project was inaugurated at a cost of 13 million and 935 thousand riyals, with the local authority contributing 10 million and 450 thousand riyals and citizens contributing 3 million and 484 thousand riyals. More than 1,500 beneficiaries will benefit from the project.

  • Education: Work has been completed on the Imam Al-Hadi School project in the Rajam area of Bani Hushaysh, which included the construction of three classrooms, a basement, administration, a staircase, a store, and two bathrooms, at a cost of 55 million and 508 thousand riyals, with the local authority contributing 30 million and 539 thousand riyals and citizens contributing 24 million and 969 thousand riyals. The fence project for the Al-Ilm Wal-Iman School in the Muqraish area was implemented at a cost of 8 million and 179 thousand riyals, with the local authority contributing 6 million and 135 thousand riyals and citizens contributing 2 million and 445 thousand riyals. Al-Mahwit University signed an agreement to supply a digital anatomy table and modern equipment for the histopathology laboratory in the Faculty of Human Medicine, funded by the Central Emergency Developmental Intervention Unit at a cost of 87,400 dollars, to develop the infrastructure of the Faculty of Medicine. In Hajjah Governorate, the operation of computer and sewing laboratories in the Al-Thawra and Arwa technical institutes powered by solar energy was inaugurated, with support from the technical sector to improve the educational process and reduce the burden of energy consumption bills. This step comes within the sector's plans to support technical institutes and develop the educational process. Officials in the Capital Secretariat inspected the implementation phases of projects to rehabilitate the animal waste treatment plant, the slaughter hall, the feed production factory, and the crusher, screw conveyor, furnace, drying section, mill, and packaging sections in the central slaughterhouse, which are being implemented by the Agricultural and Fisheries Projects and Initiatives Funding Unit.




Port Conditions



The Board of Directors of the Yemen Red Sea Ports Corporation, chaired by the Minister of Transport and Public Works Mohammed Qahim, discussed the corporation's conditions, the progress of operational and financial performance, and the challenges resulting from the aggression and siege. The meeting reviewed the repercussions on the ports of Hodeida due to the American-Zionist aggression and the damage to their infrastructure, as well as the efforts made to address them in a way that ensures the continued reception of food, medicine, and petroleum derivatives. It also reviewed the corporation's financial position for the fourth quarter of 2024 and the annual activity report, which included performance indicators reflecting the efforts of the corporation's leadership and staff in maintaining the readiness of the ports and ensuring the continuity of their services. A decision was issued by the President of the Supreme Political Council No. "2" of the year 1447 AH establishing the General Authority for the Management of the Economic and Developmental Zone in Salif and Ras Issa in Hodeida Governorate.




Inspection of Rain Damage



Minister of Transport and Public Works Mohammed Qahim inspected the extent of rockslides and damage caused by heavy rains on the general asphalt road in Naqil Bani Salama in Al-Manar District, Dhamar Governorate, and the efforts made to save lives, rescue the injured, remove damages and violations, and reopen the road and traffic flow. Qahim directed the swift removal of all damages and landslides, the repair of the main road and the Hammam Ali road, addressing the resulting effects, cleaning rainwater drains, raising readiness, mobilizing equipment and capabilities, rescue teams, and taking the necessary measures in preparation for facing any emergency. The Deputy Governor of Taiz Governorate for Development Affairs, Abdulwase' Al-Shamsi, inspected the extent of the damage caused by floods in the Al-Suwaida'a Valley in the Al-A'rooq area in Haifan District, which resulted in the sweeping away of large parts of agricultural land and side barriers, causing significant losses to farmers' fields. The damage was assessed, and appropriate interventions and treatments were identified to help alleviate suffering and enhance the efforts of the region's residents in facing the consequences of the floods.

Agricultural Activities


Agricultural Expansion Program: The Minister of Agriculture, Fisheries, and Water Resources, Dr. Radwan Al-Rubai, discussed with the Head of the General Authority for the Development of Tihama, Ali Hazaa, the progress of the agricultural expansion program, which includes establishing a comprehensive database of farmers and framing them within field schools. The analysis of the needs of farmers wishing to expand the cultivation of priority crops, especially grains and legumes, was handed over. This project comes within the framework of the directives of the Leader of the Revolution, Mr. Abdul-Malik Badr Al-Din Al-Houthi, the directives of the President of the Supreme Political Council, and the program of the Government of Change and Construction, which aims to enhance the production of grains and legumes and achieve self-sufficiency. The Authority has completed surveying and framing farmers in field schools in cooperation with agricultural associations in the Tihama Plain through Fursan Al-Tanmiya, in addition to the Authority's agricultural extension workers, with the number of farmers and livestock breeders included in the survey reaching 128,747 farmers. The Tihama Development Authority has also completed identifying the needs of 11,716 farmers who wish to expand the cultivation of priority crops at the level of each district separately.

  • Afforestation: A campaign to plant the central medians in the streets of Sana'a Governorate was launched, funded by the Cleaning and Improvement Fund as part of its 2025 plan. The campaign includes planting 5,425 diverse trees to replace losses in the central medians and city entrances, including 2,835 diverse fruit-bearing trees such as "Dunya, Avocado, Almond, Loquat, Carob, and Fig," 1,500 diverse hedge trees, and 1,090 flowers and ornamental plants.

  • Beekeeping and Afforestation: Dar Al-Uloom Al-Sharia University in Hodeida Governorate launched the planting of 2,000 Sidr tree seedlings within the university campus as part of the bee reserves and afforestation project funded by the Agricultural and Fisheries Projects and Initiatives Funding Unit, in coordination with the Al-Munirah Beekeepers Cooperative Society. The initiative aims to enhance vegetation cover within the university campus, improve the environment, and create a suitable environment for beekeeping by planting Sidr trees with high environmental and nutritional value.

  • Preserving Old Trees: The Agriculture Sector in the Capital Secretariat launched an initiative to preserve old trees by providing a free service to citizens wishing to get rid of their trees, by transporting and replanting these trees in public places in the capital as part of its plan to expand green spaces and preserve vegetation cover, and in a way that contributes to enhancing community awareness of the importance of trees as a national wealth.

  • Date Harvesting Festival: The Al-Jah Square in the Al-Taraf Al-Yamani area in the Beit Al-Faqih District of Hodeida Governorate hosted a popular carnival festival celebrating the date harvesting season for the year 1447 AH, with the aim of encouraging farmers to develop and improve date production and enhance opportunities for marketing them domestically and internationally, in a way that contributes to supporting the local economy and achieving self-sufficiency. The festival included artistic and folkloric performances, camel and horse races, camel jumping, and a diverse marketing exhibition of date varieties produced in the Al-Jah area, reflecting the diversity and quality that characterize the products of the Tihami palm trees.

  • Reclaiming Agricultural Lands: Community initiative works began in Bajil District, Hodeida Governorate, to reclaim agricultural lands affected by seasonal floods in the Bani Atifa area of Al-Jamadi area. The initiative aims to rehabilitate the damaged agricultural area and enhance the land's ability to retain water by creating earthen barriers and drainage channels that contribute to reducing water and soil loss and improving the efficiency of water resource utilization.

Service Projects

  • Roads: The Public Corporation for Roads is implementing a project to pave and rehabilitate the main street in Al-Sharq city, Dhamar governorate, at a cost of 300 million riyals, funded by the Road Maintenance Fund. The project includes stone paving for a length of 600 meters and a width of 12 meters, as well as asphalt repairs for a distance of 600 meters and a width of 10 meters. Additionally, the excavation, opening, and leveling of Street 12 (160 meters long) and Street 14 (60 meters long) have been carried out in the Al-Jeraf Al-Gharbi neighborhood of Al-Thawra district in the capital secretariat, as a first phase of a plan to open closed streets. Work has also been launched on the project to excavate and expand the "Al-Arroum - Al-Ghadhiba" road in Al-Adain district, Ibb governorate, as part of the rural road expansion and improvement program.
  • Water and Sanitation: The Local Corporation for Water and Sanitation in Al-Mahwit governorate delivered a new 110 kVA power generator to the Sardad Water Project - Fifth Station in the Beit Al-Jalabi isolation of Ar-Rujum district. This is in response to the vital need of the project and in an effort to provide a permanent and stable power source to ensure the continuity of water pumping to residents. The generator will contribute to meeting the needs of more than 56,000 residents of Beit Al-Jalabi and neighboring areas and overcome the problem of frequent power outages, which will enhance the project's sustainability and alleviate the suffering of citizens. The Ministry of Electricity, Energy, and Water is also carrying out preparations to rehabilitate 13 water wells in the Haber - Al-Haimah fields that supply Taiz city and equip them with a solar energy system to improve water service. In the Bani Hushaysh district of Sana'a governorate, a water project for the Sarab isolation was inaugurated at a cost of 13 million and 935 thousand riyals. The local authority contributed 10 million and 450 thousand riyals, while citizens contributed 3 million and 484 thousand riyals. More than 1,500 beneficiaries will benefit from the project.
  • Education: Work on the Imam Al-Hadi School project in the Rajam area was completed. It included the construction of three classrooms, a basement, administration offices, a staircase, a warehouse, and two bathrooms, at a cost of 55 million and 508 thousand riyals. The local authority contributed 30 million and 539 thousand riyals, and citizens contributed 24 million and 969 thousand riyals. A project for a fence for the Al-Ilm Wal-Iman School in the Muqraish area was also implemented at a cost of 8 million and 179 thousand riyals, with the local authority contributing 6 million and 135 thousand riyals and citizens contributing 2 million and 445 thousand riyals. Al-Mahwit University signed an agreement to supply a digital anatomy table and modern equipment for the histopathology laboratory in the Human Medicine department, funded by the Central Emergency Developmental Interventions Unit at a cost of 87,400 dollars, to develop the infrastructure of the Faculty of Medicine. In Hajjah governorate, the operation of computer and sewing laboratories in the Al-Thawra and Arwa technical institutes using solar energy was inaugurated, with support from the technical sector to improve the educational process and reduce the burden of energy consumption costs. This step is part of the sector's plans to support technical institutes and develop the educational process. Officials in the capital secretariat inspected the implementation phases of projects to rehabilitate the animal waste treatment plant, the slaughter hall, the feed production factory, and the crushing, screw conveyor, oven, drying, grinding, and packaging sections in the central slaughterhouse, which are being implemented by the Agricultural and Fisheries Projects and Initiatives Funding Unit.

Port Conditions

The Board of Directors of the Yemen Red Sea Ports Corporation, chaired by the Minister of Transport and Public Works, Mohammed Qahim, discussed the corporation's conditions, the progress of its operational and financial performance, and the challenges resulting from the aggression and blockade. The meeting reviewed the repercussions on the ports of Hodeida due to the American-Zionist aggression, the damage to their infrastructure, and the efforts made to address them to ensure the continued reception of food, medicine, and petroleum derivatives. Rain Damage Inspection

The Minister of Transport and Public Works, Mohammed Qahim, inspected the extent of rockslides and damage caused by heavy rains on the main asphalt road in Naqil Bani Salama in Al-Manar district, Dhamar governorate. He also reviewed the efforts made to save lives, rescue the injured, remove damage and debris, and reopen the road and restore traffic flow.   • Agricultural Expansion Program: The Minister of Agriculture, Fisheries, and Water Resources, Dr. Radwan Al-Rubai, discussed with the Head of the General Authority for the Development of Tihama, Ali Hazaa, the progress of implementing the agricultural expansion program. The program includes the establishment of a comprehensive database of farmers and their inclusion in field schools. The analysis of the needs of farmers who wish to expand the cultivation of priority crops, especially grains and legumes, was submitted. This project comes within the framework of the directives of the Leader of the Revolution, Mr. Abdul-Malik Badr Al-Din Al-Houthi, the directives of the President of the Supreme Political Council, and the program of the Government of Change and Construction, which aims to enhance the production of grains and legumes and achieve self-sufficiency. The authority has completed the survey and inclusion of farmers in field schools in cooperation with agricultural associations in the Tihama Plain through the "Knights of Development" initiative, along with the authority's agricultural extension workers. He reviewed the nature of the incoming cases, the progress of their resolution, and the level of achievement.

Sanitation Complaint Service

A complaint service was launched by the Cleaning and Improvement Fund and the cleaning project in the capital secretariat and its branches via the toll-free number (8000072). Through this number, any entity or citizen can inquire about all the fund's services, the procedures for obtaining them, the name of the relevant department, and submit suggestions and initiatives related to cleanliness and the environment. The toll-free number for cleaning complaints allows citizens to report any negligence or lack of responsiveness from the cleaning sector in any street or location, which contributes to improving services and general conditions in various neighborhoods and streets. The distribution of 400 waste bins in various streets and neighborhoods was also launched.

Network Linkage

The first phase of the network linkage and automation project is currently being implemented between the Al-Dhale' Governorate Office in Damt district and the Ministry of Local Administration and Rural Development. This is part of a plan to automate the governorate's tasks and work, enhance institutional work, and improve administrative performance.

Campaign to Remove Violations in Taiz

The Public Works Office in Taiz Governorate carried out a field campaign to remove a number of violations in the city, as part of continuous efforts to preserve the general plan and urban appearance and prevent haphazard construction.

Medicine for Al-Thawra Hospital Burns Center in Hodeida

The Burns Center at Al-Thawra General Hospital Authority in Hodeida Governorate received a new batch of medicines and treatments worth six million riyals, provided by the Thabet Brothers Group as part of its social and humanitarian responsibility and support for the health sector in the governorate. The Burns Center is one of the centers that receives the most critical cases, which requires continuous support to ensure the provision of medical services and alleviate the suffering of patients, especially in light of the increasing pressure on the Authority and the limited resources available.

Price Control in Taiz

The Office of Economy, Industry, and Investment in Taiz Governorate conducted a field visit to monitor the prices and weights of food and basic goods in the districts of Haifan, Khadir, and Sabr Al-Mawadim. This is part of the efforts to monitor markets, control prices, publicize price lists, and follow up on the stability of the supply situation, especially concerning basic food items such as wheat, flour, and sugar.

Economic Empowerment Project

The branch of the General Zakat Authority in Taiz Governorate organized a celebratory event for the graduates of the economic empowerment project and launched the distribution of professional and productive kits under the slogan "Building and Empowerment." The project targeted 374 beneficiaries from the governorates of Taiz and Lahj, and distributed professional kits worth 344 million riyals to them, with the aim of empowering poor families and integrating them professionally into the labor market after completing training and rehabilitation in vocational institutes.

Opening the Squid Fishing Season

The Ministry of Agriculture, Fisheries, and Water Resources announced the opening of the squid fishing season in the Red Sea region starting from August 6, 2025, based on a scientific recommendation issued by the General Authority for Marine and Aquatic Sciences Research in coordination with the General Authority for Fisheries in the Red Sea. This decision comes after the end of the environmental closure period, which aimed to protect the squid stock and allow it to reproduce. Field studies showed a significant improvement in the marine environment and its readiness to resume fishing activity in an organized and safe manner.

Early Warning Project

A meeting on the mechanism for implementing the early warning and lightning protection project in Hajjah Governorate was held. It reviewed a study submitted by the technical team to implement the "early warning and rain monitoring system" and "protection of population centers from thunderstorms" projects, as well as the plan for implementing the first phase of the project, which will be funded by the Yemeni Red Crescent Society. Foiling Smuggling Attempts

The Affar Customs Center in Bayda Governorate thwarted the smuggling of a quantity of cigarettes and medical devices in two separate operations. The medical devices and equipment were hidden inside a vehicle, while the cigarettes were being smuggled on the backs of donkeys.

Destruction of Electronic Hookahs

The security and customs authorities and the management of Sana'a International Airport destroyed 7,090 electronic hookahs that were seized from travelers coming from several countries last year, with the aim of protecting the health of citizens from the harms they cause, which have been scientifically proven to be linked to serious diseases. The Al-Rahida Customs Center in Taiz Governorate destroyed a quantity of electronic hookahs because they contained a narcotic substance, as part of efforts to combat the smuggling of all goods that harm society and the national economy. The Al-Rahida center was also able, through a tail-scope camera, to discover three seizures of medicines and cigarettes inside a fuel tank in three vehicles that had been impounded for years in connection with various smuggling cases and were not discovered at the time due to the absence of these modern means.

Training and Rehabilitation

  • A three-day workshop on performance evaluation, organized by the Yemen Petroleum Company, concluded in Sana'a. It was attended by 40 participants from the company's department directors and branch directors and their deputies. The workshop aimed to evaluate the performance of the company, its branches, and offices, which contributes to improving and developing work and ensuring the continued provision of services to citizens.
  • The branch of the National Committee for Women in Dhamar Governorate concluded a four-day training workshop to build the administrative capacities of the branch's staff in the field of wise planning. The workshop aimed to build the capacities of the sub-departments and enhance the level of performance to achieve the goals of serving women. The workshop came as the launch of the third phase of the project to support women in completing university education, which is part of the committee's programs that are implemented in coordination with the concerned authorities to build women's capacities in all fields.
  • Training courses for female and male pioneers of development in the field of development work, as part of the volunteer support program, concluded in the districts of Al-Tahrir, Al-Sabeen, and Shu'ub in the capital secretariat. Each course lasted for 15 days, with the aim of providing 123 trainees with the basics of volunteer work, self-development, community initiatives, and development resources.
  • A training workshop on first aid and the fight against epidemic diseases for the staff of the detention centers of the security in the capital secretariat concluded. The workshop lasted for three weeks and aimed to provide 32 participants from the detention centers with knowledge about the most important diseases they may encounter with detainees in police departments, security administrations, or reformatories, and how to detect their symptoms early, especially epidemic ones, and to notify surveillance coordinators of any suspected cases of illness.
  • A three-day training course on first aid for the employees of the General Authority for Water Resources and Facilities was held in Sana'a. The course aimed to provide 25 male and female trainees with skills on the principles and goals of first aid, general examination operations, cardiopulmonary resuscitation, bleeding and how to deal with it, providing first aid to the injured, and dealing with shocks, poisonings, burns, fractures, splints, transport, and bandages.
  • A training program on the Code of Functional Conduct and Work Ethics for a number of public service units was held in Sana'a Governorate. It lasted for five days to provide 50 trainees from 30 executive offices with skills on the Code of Functional Conduct and administrative work ethics.
  • A workshop on the executive mechanism for the groundwater recharge program "Blessings from Heaven and Earth" to establish groundwater recharge projects was held in Sana'a, organized by the Ministry of Agriculture, Fisheries, and Water Resources. The workshop, with the participation of a number of employees from the Ministry of Agriculture and the Water Resources Authority, aimed to introduce them to the executive mechanism of the groundwater recharge program, which contributes to increasing the level of groundwater reserves and limiting the decline in the groundwater level and working to increase it.
  • A training course on building the capacities of the administrative bodies of the agricultural cooperative societies for the districts of Al-Hada, Jahran, Sab Al-Safil, and Mayfa'a Ans in Dhamar Governorate, and Nate', and Al-Sawadiyah in Bayda Governorate concluded.   • The Fifth International Scientific Conference on Modern Smart Technologies and Their Applications was held at Ibb University, with the participation of 550 researchers from 32 countries. The two-day conference presented 83 research papers in several fields in artificial intelligence, cybersecurity, big data, robotics, smart cities, renewable energy, and other fields related to smart technologies and their applications. The conference's goals and themes are in line with the ambitions of the Ministry of Education and Scientific Research to employ modern technologies and enable Yemeni minds to move the nation from consumption to production in accordance with solid scientific visions.
  • The General Administration for Training and Rehabilitation at the Ministry of Interior celebrated the graduation of the second batch in the field of search and investigations from the Martyr Taha Al-Madani Police Training School, after a 21-day course during which the participants received specialized training programs in the fields of search and investigations, security and combat skills, and were provided with faith-based culture.
  • A workshop titled "Procedures for Force Stabilization," organized by the General Administration of Human Resources at the Ministry of Interior, concluded in Sana'a, as part of the development and construction of human resources departments and sections in the units and authorities affiliated with the ministry. The four-day workshop, with the participation of 92 participants, aimed to enhance the capacities of human resources workers and enable them to carry out the tasks of completing recruitment procedures, integrating and stabilizing the force, and building the administrative structure on modern professional foundations.
  • A training course in the field of animal health and care was concluded in Taiz Governorate, with the participation of 38 trainees from the members of the multi-purpose Al-Ta'iziyah and Mawiyah Agricultural Cooperative Societies. The course lasted for 19 days and aimed to enhance the capacities of the 38 trainees in serving the rural community and achieving sustainable agricultural and animal development. During the practical application, 2,624 sick livestock were treated, and veterinary treatment kits were distributed to the trainees.

UNICEF-Funded Government Plans

A workshop was held in Sana'a to discuss the plans of government agencies funded by the United Nations Children's Fund (UNICEF) for the years 2025-2026. The workshop, which was attended by representatives of a number of ministries and government institutions, the UNICEF team, and a number of technicians and specialists, aimed to enhance institutional coordination and participatory planning between the government and UNICEF by reviewing previous programs, reviewing upcoming funding plans, identifying challenges, and making practical recommendations to ensure improved performance. The workshop is considered a strategic turning point in the partnership with UNICEF, opening the door for a new phase of cooperation based on effectiveness and transparency, as part of the Ministry of Foreign Affairs' keenness to consolidate the approach of official coordination through the international cooperation sector with international organizations to ensure that programs are consistent with national policies and to avoid duplication.

Center for Quranic Licenses

The General Administration of the Generation of the Holy Quran Schools at the Quranic Culture Unit of the Women's Authority in the capital secretariat opened the first women's center for training and qualification for Quranic licenses. It aims to qualify female memorizers of the Holy Quran for licenses with a continuous chain of transmission to the Prophet (peace and blessings be upon him and his family) to enable them to recite and teach the Holy Quran to others.

National Accreditation Certificate

The Council for Academic Accreditation and Quality Assurance of Higher Education in Sana'a granted the national academic program accreditation certificate for the "Medical Administration, Laboratory Medicine, Advanced Nursing, and Clinical Pharmacy" programs at the 21st of September University for Medical and Applied Sciences. The 21st of September University is one of the universities specializing in medical education in Yemen and has witnessed qualitative transformations and developments in various fields. It is working to complete the rest of the requirements and procedures to obtain national accreditation for the Medicine and Surgery program in the coming weeks. The accreditation procedures and licenses were completed through 33 steps, starting from the technical support stage and the self-evaluation study, external review, field visit, decision-making stage, and following up on the accreditation status, all the way to the accreditation stage and the announcement of the granting decision and the handover of the academic accreditation shields and certificates for the mentioned programs at the university.
