Sana'a - Saba:

Parliament held a session on Sunday under the leadership of Speaker Yahya al-Ra'i, reviewing the explanatory memorandum of the draft law for a temporary exceptional mechanism aimed at supporting state employees’ salaries and addressing the issues faced by small depositors.

The session was attended by Prime Minister Ahmed al-Rahwi and several concerned ministers.

The memorandum highlighted the urgent need to confront the ongoing challenges caused by the brutal aggression and siege imposed on Yemen, which has severely impacted the national economy and led to the interruption of state employees' salaries.

The draft law, aligned with the directives of the revolutionary leadership and the Supreme Political Council, aims to address these issues by creating a mechanism for distributing salaries and managing public resources efficiently.

The law’s key objectives include providing social stability for state employees, rationalizing public spending, boosting the national economy, and contributing to resolving the issue of small depositors.

It outlines a plan with 19 articles across four chapters, focusing on funding sources, salary distribution mechanisms, and final provisions.

The draft law was referred to a joint committee for further review.

During the session, the parliament also condemned terrorist attacks in Syria, which it attributed to Zionist and American-backed groups, and expressed support for Gaza and Yemen's continued resistance against foreign occupation.

The Parliament also reviewed a draft investment law aimed at supporting the national economy and small businesses.

Parliament reviewed a draft law aimed at stimulating and supporting community-based investment projects, with a focus on diversifying electricity generation, localizing national industries, and boosting national exports.

The law also aims to create an attractive investment environment to stimulate economic growth, protect local production, and improve the balance of payments. The draft law consists of 99 articles across six chapters, covering topics such as incentives, investor obligations, and resolving investment disputes.

The Parliament decided to postpone further discussion of the draft law until a future session, contingent on the government's withdrawal of the previous draft. In a similar context, the Cabinet's draft law was also discussed but its review was deferred for future consideration.

The session began with the approval of previous minutes and will continue with business sessions tomorrow. Following the session, Speaker Yahya al-Ra'i and other members visited Representative Zaid Abu Ali, who is recovering after an operation, wishing him a speedy recovery.
