The British newspaper The Daily Telegraph reported, citing a source at the French presidential palace (the Elysee), that President Emmanuel Macron may be delegated by Europe to conduct peace talks with the Russian leadership and end the conflict in Ukraine.
The newspaper quoted the source as saying that "the French president will be ready to take on this task when the time is right," stressing that the current timing is not yet appropriate.
In addition, the newspaper indicated that British Prime Minister Keir Starmer does not plan to hold negotiations with the Russian president.
Between March 23 and 25, Riyadh hosted talks between Russian and American delegations, and separate talks between Ukrainian and American delegations. These discussions discussed a proposed initiative for a 30-day ceasefire between Russia and Ukraine to halt attacks on energy infrastructure and the Black Sea.
According to statements issued by the Kremlin and the White House, Russia and the United States agreed to ensure the safety of navigation in the Black Sea and prevent the use of commercial vessels for military purposes. Washington also pledged to help restore access for Russian agricultural and fertilizer exports to the global market, reduce shipping insurance costs, and expand port access.
On March 27, a "Coalition of the Willing" summit was held in Paris, where security guarantees for Ukraine, including the deployment of "peacekeeping forces," were discussed. The summit was attended by presidents and prime ministers from 28 countries, including the European Union, as well as the presidents of the European Council and the European Commission, and the NATO Secretary General. Austria, Australia, and Canada were represented at the ambassadorial level.
