The General Department of Human Resources at the Ministry of Interior concluded on Wednesday in Sana'a a workshop titled "Force Stabilization Procedures", as part of its efforts to develop and build the capacities of human resources departments and sections across the ministry’s units and affiliated entities.
The four-day workshop, which included 92 participants from human resources directors and heads of service departments in the governorates, general departments, and affiliated institutions, aimed to enhance skills in completing recruitment procedures, naming service lists, and strengthening administrative and professional capacities of human resources personnel.
Speaking at the closing ceremony, which was attended by Major General Ali Salem Al-Sayfi, Deputy Minister for Human and Financial Resources, the Director General of Human Resources at the Ministry, Brigadier General Adnan Qaflah, emphasized that the workshop sought to empower HR professionals to complete recruitment files, integrate and stabilize personnel, and establish a modern professional administrative structure.
He noted that the workshop builds on the outcomes of two previous workshops on the same topic, stressing the importance of implementing the outcomes within a timeframe not exceeding six months.
Brig. Gen. Qaflah urged human resources directors to submit regular reports—preferably on a monthly basis—to ensure continuous monitoring and evaluation and to align efforts with on-the-ground realities.
He also highlighted the need for full administrative integration among various departments and units, especially in linking service lists to expenditures. He underscored the necessity of concerted efforts to overcome challenges faced by field teams in the past, in order to achieve the goal of stabilizing personnel and establishing a unified organizational structure for security personnel with accurate titles and military numbers.
The Director General further stated that upcoming steps include linking service lists, assigning unified numbers, and implementing a job rotation plan across ten governorates in the initial phase. This requires all involved parties to take responsibility in carrying out their assigned tasks.
He affirmed that the next stage will include further administrative development to enhance performance and activate operations within the General Department of Human Resources and its branches. He noted that sound management will positively impact all administrative functions.
The workshop, he added, marks the culmination of a phase of field visits to units, institutions, and governorates, and serves as a prelude to the second phase, which will focus on finalizing the review of service lists, stabilizing personnel, and addressing current issues in human resources files.
For his part, Colonel Khaled Owaidan, Head of the Workshop Preparatory Committee, stressed the importance of building effective human resources departments in the governorates, general directorates, and affiliated institutions. He expressed hope that participants would benefit from the knowledge and skills acquired and apply them practically in the field.
Participants, represented by Colonel Taher Al-Riyashi, expressed their appreciation to the leadership of the Ministry of Interior, the Human and Financial Resources Sector, and the General Department of Human Resources for their efforts in training and developing the workforce.
